Here is a short simple answer to the original question;
If you conduct yourself in a way that jepeordizes the diplomacy, neutrality or security of the Zoners, they have grounds to FR5 you.
If you're jumping things like Kishiro Barges into Languedoc with Zoner Warships, that is grounds for OSI to FR5 you, because you're creating a situation where GRN could seek to punish the Zoners for your actions. (This example happened a month ago.)
Jumping Zoners is a perfectly valid line of roleplay. But you need to still keep yourself within the bounds of your ID, lore, and diplomacy. If you're going around pissing off the locals, and those locals put pressure on OSI or TAZ, either of those factions may give you an ultimatum to stop doing so, and it would be perfectly valid for them to do so.

The Zoners are the sole traders of the Omicrons and the outer Omegas. They also inhabit the intermediary systems between all the houses - Kepler, Omega-3, Tau-29, Bering. Those are or were all trade corridors, and the Zoners made plenty of money off of them. Assuming the Zoners were poor is incredibly short-sighted.

To be specific, if you could collect all that wealth, then it would amount to a not entirely insignificant quantity. However, said wealth is quite distributed, and it is not particularly plausible that it would be amassed to serve the needs of the few over the needs of the many.
Therefore, the Zoners were "poor" as far as a single Freeport would not have enough money to fund transport-class vessels or greater, nor did they have the manufacturing facilities to produce them.
One might go so far as to say that "Zoner" does not describe absolute membership to a particular group with boundaries, more like a political or sociological persuasion that an individual or group of individuals might adhere to. Consistency in the behaviour of Zoners throughout Sirius is highly unlikely, and demonstrated by situations of individual Freeports adapting to suit the presence of those who wish to utilise their facilities.
Dabbydoo, but what lore backs up the idea that all zoners are neutral? I thought every freeport had their own micro diplomacy and favoritism.

Remember, Zoners are neutral to everyone ... unless they're allied with them. **cough - Order - cough** (Oh, yeah, there IS lore to support that one...)
Actually, that comment is the one that irritates me the most - that we have to go by canon lore for everything - except when it's convenient. Make your minds up one way or the other - are we playing Discovery, a game that is based upon, but no longer a part of Freelancer, that has grown, expanded, and changed in the 20+ in game years that we've said have passed since then, or are we playing Skinlancer where canon lore still applies to everything?
Yes, we have the BASIS in Freelancer for where things are now, diplomatically and technologically. But come on - we've see how even here in real life things have changed diplomatically, economically, socially, and technologically in the last 20 years. A lot of us have LIVED through those changes in real life. Drop the whole 'canon lore is king' crap and move on - especially since so much of what we have now is NOT canon.

I find the answer to this pretty dam easy. You have an issue with jumping zoners? Make an anti jumping zoners group, and blow them to hell on site every time you see them. -OR- try to convince the lawfuls/un-lawfuls in the area's they jump that they are taking away from loyal traders/making oodles of cash, and should be pirated, and/or blown up.
FR5's IMO are the lack of intelligence/lazy way to deal with things/people you dislike.

Yea, about that situation, it was an ooRP "test the barge" Jumping proceedure, no harm was intended to be done with that.
