The Naval Operations Headquarters is a sizeable institution of the Naval Forces' command structure and the point at which information comes together from all corners of Sirius in which KNF forces operate.
Perhaps contrary to the implication given by its name, the NOH does not take any executive role in organising operations. Its entire purpose is to gather and process reports relayed to them via active units, provide the Office of the Admiralty and the respective commanders with the extracted intel, and in turn orchestrate the distribution of orders.
While few people outside of the extensively vetted NOH staff have read access to all of the handled data, any Naval Forces Officer is able to create a report, given they have received the latest authorisation code by their unit's commanding officer.

I highly recommend placing the deuterium run from O-49 off limits to our newer Traders.
While attempting to escort Trader Mc home from Gran Canaria, I was severely damaged twice by an SCRA Gunboat, who has apparently been paying attention to KNT movements. A surprise in itself, as the majority of SCRA pilots are bibbling idiots.
I commend Trade Mc for bravery under fire. He was severely damaged in the first attack himself, but continued on while I was forced to return to Canaria for repairs. Unfortunately his escape path took him near Amerigo guard base before I could warn him of the consequences, and he lost the valuable cargo we were entrusted with. After the second attack in the southern ice fields of Tau-31, he was able to escape north to Kusari space.
I am still affecting repairs on Gran Canaria. I apologize to Trader Mc and the KNT leadership for several tactical blunder of my own during the mission. We do not want to lose our valuable bonding agent, Independant traders, due to excessive insurance claims. Thus my recommendations to cease operations on this route.

As our present alternate comms channels (Kusari site) is stll scrambled to us, (Simon????), and has been compromised to a degree, I would have no problem reporting engagements over this frequency, with an appropriate redirect from our "old" digs.
Command frequencies should reside in neither location, as discussed previously. The walls have ears, Sensei.
