Ok, Firstly, I promissed myself not to open diplomatic relations with -any- of the Gallic factions untill they all (especially GRN) gain official status.
Secondly, Take a good hard look at what CR is. We're a couple hundred thousand folks crammed on the Tau bases belonging both to us as well as the IMG. On one side we have the Bretonians with whom we compete for territory and resources (Eg... we'd be more than glad to pinch that BMM base in tau 23) Bretonian forces in the Taus got demolished so naturally there's few of them to fight. However, look at the map and jumphole connections. Tau 23 is about 50 kilometers total (2 jumps) from Malta and infocard-wise a powerful and rich nation of pirates that dislikes anyone who is't one of their own or smokes cardamine and ingame-wise, the most popular pirate faction's first and foremost docking area. We're having a hard time holding the line from the swarms at times.
So now... think a bit. If I'm already having a hard time keeping the Sabre-spam at bay (They are already kinda contained, venturing into the Taus not as if it was their back yard, but graveyard) How would you imagine if we'd have to fight both the Frenchies as well as the druggies? Hm? Sure, we'd get chummy with the Council bustaz just because of the common enemy, but we'd be the FIRST to get seriously kicked in case GRN wanted to go conqeuering. We've got what? Three old and severly-underpowered Zephyrs, half a dozen battlecruisers and aboout as many gunboats plus smalls. The advantage would be the asteroid-littered Tau 23, where the smalls could rip those whilte oldsmobiles of the GRN, but it's a temporary measure.

Considering the distance between Manhattan and Buffalo is more than 50km.... and that if one was to scale the grid to fit the Sirius Map.... (I estimated 1 square being 5k each way from the center [or 10k x 10k] a while back) The distance you travel in two system jumps has to be well over 100x what you stated.
A good strategy wouldnt involve going after the minor factions of Sirius first.
As with any normal battle, you take out those of most threat. In fleet battles, the battleships get targetted first. In this case, the houses themselves would get targetted first, Bretonia, Kusari, Liberty, Rheinland, the military factions of those houses would be the bigger threat should they join forces, so of course they would be annihilated before such an alliance is made, in planning stages of the war atleast. The Gallic Royals would probably then be able to do as they wish with the minor, mostly civillian groups.
