Good idea, but I think it would be a bit hard to input and output longer stuff, like a paragraph or more.
Question is ... should the information be expressed in rp ot in ooc?
For example should it be a rather loose character description in ooc like:
-Insane and paranoid female order terrorist
-Or a sort of short rp story or bio, or like an ID (name, age, gender, legal status), just for the character not hte faction
I had a similar idea that you should be able to upload a small png file into the game for every character that will serve as your ID card, and you carry like the faction ID. But thats probably impossible to programm into the mod.
Now the ways to implement it, I can see two. Either a real dll with real infocards so a ingame-window pops up like any other info. That way you can have paragraphs with a scrollbar. The other way is having the info stored on a file on the server that has nothing to do with freelancer, but is accessed via FLhook. So thats Cannon again *g*
The latter would perhaps only reply the command in the fashion of a short personal message ingame. So lets look at the dll variant:
The biggest question if this infcard is stored CLIENT sided or SERVER sided. There is an easy way to find it out (and I'm going to do just that afterwards when I get home again... or somebody of you guys is faster): Copying the freelancer folder -> editing one infocard that is easy accessable (preferably Planet Erie) -> Launching FLserver on the copy of freelancer where you edited the infocard -> starting Freelancer.exe on the unmodified folder and connect to the server -> create new character and see if the infocard is different or not.
I do think though, that the infocard stuff is handled clientsided.
If its client sided, then it means that YOUR installation needs to be modified, and not the server installation. This means the introduction of a patcher that updates the dll everytime a change has been made, or every downtime. And the question is, how you would get the character info up there in the first place. uploading it ingame would be rather limited, naturally, so if you would want a bit more info, you most likely would have to create a "gathering" thread in the forum, where everybody writes what they want to have displayed ingame (with a certain limitation of letters). The admins would have to write that in a dll which would then be distributed to the players via the update.
Of course, only IF it is client sided. Server sided would be a bit easier, because no patching is required.

How about a /bioscan command that tells you anything a bioscan should reveal... infected, gender, weight, height, age, no life form on board (AI/ghost)
It should be in RP.
Something like a personal biography for smaller ships (fighters, bombers...) and ship chart for larger ones (transport, cruiser...)

Yeah, but this could be an OORP info as well, if needed, information of what the character is. Short description. It can be used not only for infromation of the character or the player himself...

I disagree. If the effort is made to implement it, then it should be to emphazise roleplay, not the opposite. I'd rather see this idea taking place to get a better impression of the character that pilots the ship, not the player that moves the mouse.
Because, honestly, any info you stated could be easily done in another way. "I am currently looking for a faction" is like "LFG!" No, please, really? Searching for Factions should be incharacter stuff.
