<Opening File: Report on Negotiations, Commander Kaylee Staite>
-Begin Report-
"At 2200 Hours today, September 4th, 817 A.S., the Carrier Bastet along with Order escorts crossed paths with a Liberty Assault Battlecruiser by the designation LNX_ThunderBay. While myself and my crew immediately took a defensive stance, expecting attack, the commanding officer of the Thunderbay - Admiral Porter - expressed her intent as a diplomatic envoy striving to improve relations between The Order and the Liberty Navy."
"Under heavy escort, the Thunderbay and Bastet proceeded to Freeport 11, working in cooperation to fend off a Nomad assault against the station, and after a conference room was established onboard the Freeport our negotiations started."
"While I do not have the authority of the High Command, I am a trained diplomat and strategist within The Order's ranks, and until such time as the members of the High Command can arrive at the Freeport in order to participate in these negotiations, it is my duty to oversee peace talks between our two organizations."
-End Report-
<Location: Freeport 11, Conference Room 7B>
Kaylee Staite sat down at the conference table, with numerous other Order Officers from her own ship as well as those of her escorts taking seats to her left and right. Across the table sat Admiral Jessica Porter, commander of the LNX Thunderbay.
Kaylee took the initiative to set the floor for the diplomatic talks, "Admiral Porter, I must say I'm surprised the Navy is initiating diplomacy here, and now. The Order has been attempting to gain the support of the Houses for two decades now, to ill effect. Constantly we're perceived as terrorists, when our only true goal is to protect the people of Sirius, no matter which organizations they may belong to. Politically, it is a relief to hear that we may soon have more allies in the war against the Nomads, Wild, and other alien groups that threaten Sirius."
She leaned forward in her chair, "As you initiated contact for these talks, Ms. Porter, I'll let you begin."

Jessica Porter at across from Commander Staite, to her side was her second in command John Bertrand. They sat in a private Bar on Freeport 11, both their ships were visible floating outside the station through a rather large window.
"Commander, I thank you for being willing to speak, and trusting me and my ship. I have to admit, my original mission out to your space was merely a recon mission, to determine how well the Order is coping in its war with the Nomads, a threat, we can both agree needs to be faced and dealt with immediately. My orders were not to open diplomatic talks I admit, however I seen an opportunity and felt for the greater good I should take it.
Recently we've seen an increase in nomad activity on many fronts. Much of this within New York and many of the core house systems themselves. This is unfortunately very alarming, as is the fact that the nomads appear to be adapting strategies. We also have suspicions that the Nomads may have influenced the house governments and may be a cause of the recent wars.
I'm personally hoping, we can exchange some intel and perhaps help mend the wounds that our governments caused between each other. Eventually perhaps we could work together in defeating this common foe. I know if we open talks here I can make high command listen."

"Exchange of information is a tricky subject, I'm not authorized to make any deals of that sort with hostile groups, and the High Command is, as always, quite skeptical of the actions of the Liberty Navy and Security Forces. We know some of what goes on in Alaska, and not much of that is agreed with."
"I think we can all agree that the Nomads have lead to several technological breakthroughs, and continue to do so. Information gleaned from the reverse engineering of Nomad technology and organisms has been, and will continue to be, quite beneficial for humanity as a whole. The issue, however, is that most of humanity is not ready to use that technology responsibly. Too many organizations within Sirius continue to fight wars of greed against one another."
"People need to realize that there are greater threats at hand than what they immediately perceive, and until that happens... nobody is responsible enough to wield the power we've seen used by alien craft. I think you will agree that we cant go about giving raging children nuclear weapons, metaphorically speaking."
"Not everyone in The Order shares my views, but personally I do not think it is at all productive for us to fight against Liberty, or the Bounty Hunter's Guild. Both of these groups have attacked us first and foremost, and our 'wars' are being fought in defense. I think it is a waste of our resources to continually struggle against such enemies, when the true goal is to fight off Alien species which threaten all of Humanity, all of Sirius."
"Any truce we can come to will be nothing but beneficial to both of us. Even if we can only agree to a ceasefire between our craft, that is something to look forward to. However, just as the LSF and Navy have their secrets in Alaska, so do we have our own, and until we deem you ready to learn those secrets... they will be guarded. Do not expect an exchange of technology or vital information about our security, I'm not going to jump headfirst into an allegiance that can be used against me, or the Order itself."
"Of course I understand, it is far too soon to consider an exchange of technology or of even information, but in time perhaps we can get to that point"
"Personally I regret your organization was ever labeled as a terrorist organization. Personally I and many Captains who operate in the Nomad infested zones understand what goes on out here and what your purpose is. It is unfortunately the decision of many politicians, to spread lies to further their personal agendas. I would suspect most Navy Captains and officers do not know the full truth of what the Order does out here."
"Hell, I'm sure most of the politicians know nothing of what goes on here, but merely try to.. follow what others say. A major problem is the lack of flow information has. In some ways yes our people are not ready for the technology and advancements made here, however in other ways spreading information could help make people understand you aren't the bad guys here"
She pauses a moment
"Also, I believe there to be a similar problem on your side. Many of your Officers consider the Navy to be hostile immediately, they give no thought, that perhaps not all of us wish to destroy you. There are numerous officers whom I've spoken with who disagree with the actions of our government, many want change. I'm hopeful we can make some change here today...."
"Now, I have a few bits of information I'm willing to share, as a sign of good faith"

Sirs, i have to remind you that the Zoner's Freeports are NOT a parking lot nor a weapons testing area.
And i have to add that I'm very surprised that some Order guys think they got control over Zoner's installations.
Next time I suggest you make an appointment with the proper staff so we can prepare your rooms.
Currently you are negotiating in the airlocks without any valid parking or docking ticket.
And since i noticed you even forgot to wear your amulets i have to remind both parties here that the Zoner's polices and regulations are still to be worshipped.
And Admiral Porter you better watch your tone next time.
We Zoners DO NOT care about your trinkets, paints, lost cookies or not purchased parking tickets.
By the way, next time just meet at Ames with already booked rooms.
Jessica looks up at the intruders, who broke into the private bar...
"I'm sorry? you seem to be mistaken and in the wrong room, you see we had the blessing of several high ranked zoner Captains to make use of the Facilities on a neutral station."
"As for firing weapons, you should understand that no shots were fired near the station, except in defense form a Nomad hunting party"
Jessica turns back to Commander Staite, "I'm sorry can we continue please?"

Kaylee motioned to her guards to kick the intruder out of the conference room and lock the door, addressing the individual who barged in with an air of disdain in her voice, "Mr. Bess, if you would kindly leave, then my men wont have to shoot you for disrupting diplomatic talks. Really now, a Zoner should know better than to barge into a conference room like that; this facility was approved by the Captain of the Zoner Federation Juggernaut and the accompanying Aquilon Carrier right outside the station. If you want to argue with anyone, let it be with them... and trust me, you dont want to argue with Marvin, he's not as forgiving as his name would seem."
After the door shut, Kaylee turned back to the admiral across the room, "Now, back to business... you say you have information to offer as a goodwill gift? You've perked my interest, Admiral. Considering The Order is one of the most surveillance and intelligence focused organizations within Sirius, I dont think there is much you can offer that we dont already know about, but there's always the chance. So tell me, what is it you have to tell us?"
"Well, you are right, it is likely you already know some of this information, but I'll let you know anyways. "
"Firstly we have a Navy vessel which went missing a good while ago, officially it went missing and presumed destroyed by the nomads. The name of the ship was the LNS Tundra, which I know you've heard of, as several Order agents mentioned it."
"Now, what you may not know, is just before war was officially declared, the Navy received reports of Rheinlander ships in the independent worlds being destroyed along with Military ships, by a Navy cruiser. These are all rumours however, the task force sent to investigate, detected and maintained brief communications with a Navy cruiser, broadcasting the IFF and ID of the LNS Tundra. The ship refused orders to cut engines and return to Liberty and fled the system"
"This report was covered up however, it took alot of digging to find. Apparently this incident was one of the major events to push Liberty and Rheinland into declaring war. I assure you this ship was not acting under Navy orders that I know of."
she paused a moment.
"Recently while out here on recon, we encountered the Tundra, some of your pilots however warned us that the ship is in fact infested to the core. Which presents a major issue, as nomads haven't been known to infest ships in the past and use them against us in this way."
"It would seem, the recent war with Rheinland may not be entirely our governments fault, perhaps someone else behind the scenes have been manipulating things. What of the Bretonian-Kusari war? We know from the first war, the nomads main goal was to create wars between the Houses, to weaken us and prepare us for their invasion."
"In my opinion, we are in imminent danger"

"Yes, we're well aware of the Tundra, and there are reports of other ships like it being found within the other Houses. Political subversion was a tactic we saw widely used by the Nomads in the first Nomad war of 798 A.S., and with their attempts at manipulating individuals having failed, it seems they're turning to other tactics in order to pit human nations against one another."
"Luckily for us, we can see the meaning behind that subversion. The Nomads arent strong enough to take on any one house in a full scale assault, they still need to weaken us, which means if we can stop these schemed wars and rally the houses together, we stand a good chance at eradicating any Nomad threats left in Sirius."
"The problem, of course, lies in exposing these manipulations. We're a small organization, Admiral, and despite the skill of our pilots and our steadfastness in protecting humanity, we simply do not have the influence needed to change the minds of these nations that have gone to war. We know the Liberty-Rheinland war was sparked by nomad interference, and likewise we know the Kusari-Bretonia war was initiated in the same manner, the problem is lack of evidence. Without evidence, we cannot convince people to stop fighting."
"There has been investigation into whether other conflicts that have recently begun within Sirius are the work of Nomad agents as well. The group known as the Oracles have caused no end of trouble for us, as they are infiltrating every group within Sirius, and through their actions as servants of the Nomads, more wars are started."
"So yes, The Order is aware of this information, though you offering it does help this diplomatic process along. The problem is finding a solution to the ever-increasing effect the Nomads are having across Sirius. The only way we're going to be able to stop their spread is by uniting all four houses, along with the more powerful non-house elements throughout Sirius. We need to divert their focus from fighting each other to routing out infestation."
Sirs,
i have no idea what this is about but this will end now.
I gave the LNX Thunder Bay several warnings not to loiter around Freeport 11 and to dock or to leave the arera.
Even after the expected dark matter wave my orders were ignored and i was force to bring down the shields of the LNX Thunder Bay which - at last - forced them to initiate the common docking procedures.
Additionally i have absolutely no ideas what makes you gentelaperson Kaylee Staite think that Freeport 11 is now a proper place for delicate diplomatic negotiations.
And there is no tolerance for disobeying my orders.
I told you that you are welcome to dock and informed you about your regulations and procedures.
The only answer i got was cold arrogance and stubborness.
I have to confess that i'm not a diplomat but a warrior but one thin is very clear:
The regulations and policies for our installation are valid to EVERYONE.
Oh, noone is throwing out the security chief of his own staion.
I suggest you lower the vist of our bars.
