I did read the OP, and im also familiar with the details of the ingame actions that led to this post.
As i said, were it me being the role of Party B, my inrp justification would be using my wealth to buy forged papers, a new ship under a civilian license and unassuming ship name, and then conduct my spying.
But honestly, subcontracting a fourth party to do the spying makes sense as well.
You have to understand that you are role playing PEOPLE not sentient ships - those people are not tied to there ID's since those dont exist in RP anyway - a pilot of a ship can fly a dfferent ship, mask his voice on comms, and essentially be a different person.
This is not metagaming, as said person was using only the information that was given to them by the contracting party.

I know that people are not not sentient ships... personally I was asked to be a spy, but if you take character A which is, for instance a freelancer and then it goes to spy in the LSF it is one thing, but using two different characters to preform the task (with the same person) is that same as I would log a miner, sell the ore to a hauler then pirate that hauler claiming the miner gave me the information about the hauler. It's metagaming.

I know, I was talking about Party B and D which are same people different characters inRP (not ships I ain't stupid...) there's a difference in B infiltrating C and B using D which are same people different characters when D -are- part of C in order to give information in quite ooRP nature to B. (sorry if I get a bit confusing in my writing can't think of a better way to explain it atm)

What I would expect information gathering steps to include would probably be something close to a shakedown. Accost a member of party C's faction in space and threaten to kill them unless they give you the information required.
What party B has done in this situation is to make an alternate character, Note that if Party B had mentioned in any of their documentation (including their mesasge dump) that they were going to hire individuals to get information then party C would be okay with this, even if no names are mentioned they at least were giving an inRP reason for it. And with the alternative character that they created, come up to party C with no inRP reason. In fact stated RP was "noob" asking OORP questions about how to get rich and whether trade or mining is better.
And then sit there listening in to a conversation between parties C and D (party D is a party that C is dealing with that they do not want A to know the exact details of) and then at the end of the conversation party B suddenly states "Ahha! Gotcha now!"
That is what party C has a problem with.
Party C is unaware of there being any rule against metagaming and as such does not know what to do about this even with proof of metagaming in the form of

This situation IS acceptable, you should have wrote it this way in the OP. Since it's C and D's problem that they weren't doing the discussion in space in more private manners (private chat, group, alone in a system/area etc) if for example Me (a mercenary) goes by a ship of Cody (Party C) and see him selling codes to LR- then I could blackmail Cody or anything else (such as selling the info to party A). or in a case I was hired in before to gain said information and he did then again, it's all kosher.

So I log the Civi ID'd ship in Dauphine, my spy act's like an silly civilian in front of OSI, records the whole deal...

What you described here, is far different then the situation in the OP.
There is no group D here. There is only one group (B).

None of these are questions that a "Silly Civillian" would rock up to a large, hostile, non-Gallic ship and ask.

Also your RP (if you can call it that) is possibly the worst I have seen. It was so bad that I mistook you for someone with absolutely no time on the server who found the restart commands by accident. A bit of a long shot but there you *have it. You see I was under the assumption that if someone was going to RP as a credulous civilian he would ask the correct questions such as "What is it like outside Gallia?" "What do Zoners do?" "What kind of ship is that?" Not You like battleship? Trade or mine better? how get rich?
Your RP if you can even deign to call that pile of garbage RP was of you acting like you know nothing about the server. And I was unfortunately rude to you and made some mistakes in communicating with you. It does not change the fact that your RP was a giant steaming pile of feaces and leave it at that.
