HOWEVER
Do not mistake your Neutrality with Immunity.....
Just because you are a Zoner, does not mean you have the ability to transport contraband...especially in Kusari....and use your neutrality as an excuse.
If we catch your hauling Contraband, or running the Tau Blockade...we will stop you...and fine you....and confiscate your cargo....failure to do so will result in your destruction.
We are a tolerate people....but we can unleash the fury of a dragon when we see ignorance pollute the space of Kusari. When you fly through a house....you must follow its Laws...even if you are a Zoner.

I'd like to remind our host that just because one Zoner does something, does not mean that all Zoners do something. He should keep that in mind.
And I'd also like to remind all Zoners, if you do choose to commit in smuggling of any form, you do so at your own risk. The Council of Zoners will not forbid you from doing it, but neither will we support you against the houses if you're caught. Don't bother trying to throw down the Council's name to try to get the house police forces to back down. They won't, and we won't bother getting involved.
Since when has this ever not been how it always has been? People can tax who they want. There is no such thing as neutrality. You be a zoner, you take the chances that you have to take out there.
Outcasts, pirates, taus and house space, zoners are no different from anyone else.

Making such statement makes sense only if one posses certain evidence or refers to specific Zoners. We are many and some of our brethren do not follow the same path which most of us have taken. I understand that something must've aggravated you but for future reference I strongly recommend you use official channel to contact CoZ either take meassures which apply to anyone braking any House laws.
With proper evidence presented CoZ will not object those.
I can guarantee that much.
On the other hand, addressing all Zoners with such harsh and impolite tone could be taken for insult.
We know well that good people of Kusari don't make those so easily and with emotional haste

The council does not nor has it ever protected any Zoner caught running contraband. They are at the mercy of the house they are caught in. Factionalized Zoners also know that they are NOT immune to house laws. Quite often, if they are caught and reported, they will be disciplined by their leadership.
Unfortunately, independent Zoners, are often the ones who make it hard on us all.
Regarding the Tau blockade, keep in mind, we do have two bases out there. If needed, I can send a full list of items needed for those base operations. We have done so with Liberty and Rheinland regarding bases in their influence and it has saved a lot of trouble.

As I have said before, anyone who is caught smuggling will be fined, charged, and forced to drop their cargo. This one....decided to test his luck...and run for it....but....we dealt with him. If this zoner belongs to any faction, please deal with him accordingly.
We demanded that he drop the cargo, however, he opened fire on us first and headed towards the Kyushu Jumpgate. With the help of the KSP we took him down....even with a Blood Dragon attacking us.
Zoners...as I have said before...smuggling will not be tolerated...even if you neutral....
