Personally, I find my connection is better when there's plenty of people on the server. It decreases NPC's which are a nightmare for my connection, allowing less lag and better SNAC aiming:P
Oh, wired connections are much better than wireless, as there's less loss/lag or something.

There is really nothing to do by yourself to look for the ping improvements you wish.
As a curiosity there is a network card called KillerNic that prioritizes the game application packets to take the lane first by the effect is negligible in your range of ping of 200-300. It would help you shave of max 10ms. At the card costs loads.
The wireless connection is the only one you can actively affect by yourself, but besides that the only real choice is your ISP.
