It has come to my attention that the policy on prisoner treatment and administation of Capitol Punishment has been called into question. While the Uniform Code of Military Justice does indeed include provisions for Capitol Punishment, we as Liberty Officers we are bound to adhear to the Pulsar Treaty (736 AE) The code of conduct spells out in detail the ethical treatment of prisoners of war and stipulates that torture in all forms is forbidden. However the Pulsar Treaty pertains to "conduct and behavior of uniformed combatants in times of war or in House military actions," It does not address any "internal actions of the Houses" nor does it take precedence to House Law for internal law or military enforcement. Enemy combatants such as any renegade or any ship engaged in piracy falls under Liberty Naval Code. The Hellfire Liegion is considered a rebel force of traitors and pirates from the Liberty Navy and as such fall under the sole jurisdiction of the UCMJ. Under such provisions Capitol punishment is sentenced by a military tribunal of three Flag officers. (ship captains of any vessel and officers of rank Cmd. and above) If time or circumstances do not allow a tribunal to be convened, the sentance falls solely on the highest ranking officer on scene and is required to submit to command review at a later time. Approved methods of Capitol Punishment include: Death by decompression (known as spacing) Death by leathal injection, death by firing squad (no limit on size. One man will do.) Or in extreme cases commanders discression. Torture is not condoned but special dispensation will be allowed at Captains discression and is subject to command review. Hanging is not very effiient but makes a hell of a statement. That is all.

During the disturbance in california i relized that during combat we need a fast and effective way to communicate in the heat of battle with our pilots. I have devised a simple system of communication and am inquiring if anyone is intrested. If so i would have no problem posting it.
I have become terrribly confused our diplomatic status says HF is hostile yet rumors float they are neutral.
If anyone could confirm these rumors would help a lot. I don't want to cause any legal troubles.
