You can RP with somone on PM in different systems just like you can with someone docked at a base.
And the situation I was refereing to was:
Ship A who is persued jumps to system, and as soon as persuing ship follows in jump, Ship A starts to hoot persuing ship.
That happens more often than a ship that is launcung from a base getting shot at.

I really see no problem with that situation. Where the rules fall down however is that many of us have multiple characters - if the Cruisers engage you on your Fighter, you're stuck there on the fighter - you wouldn't be allowed to enter the system for four hours if you tried to get your own cap - making the fight a fair and good one - to join the party by docking and logging your fighter.
As I see it, the no-cruise to catch up rule is specifically made to let the pesky little fighter evade the lolcap. But.... if heh pesky little fighter has to leave anyway since its a technical 'death' by evading... why make this rule at all?

I don't really see the problem with that if I'm honest. When you come through a jump hole or gate, you've got 360 degrees of evasion possibilities across two planes, as opposed to the 180 degrees that undocking from a planet or station gives you. You also don't appear on the other side of a jump hole without control of your ship, as you do when undocking from a station, and have knowingly jumped into a possibly hostile situation.

Maybe it is - it's a smarter rule than I thought if it is, as any penalty to capital ships is probably a good thing. I personally thought it was simply in place to ensure that if you managed to get enough ground on your opponent to lick your wounds, you get to keep your advantage regardless of the ship type.
