About those options...
1 is awesome solution which would solve more problems then this.
2 is not bad -if- any ship in formation could reach up to 420 speed.
3 would be pain for 4k+ cargo transports. On the other hand, light fighters would have another advantage from this.
4 ...well that would mean re-balancing everything.
5 works so far.
6 was mentioned.
2nd 6 mentioned as well.
7 would make capships almost for RP purpose only (which is not bad at all)
8 already happens, doesn't it?
9 is just bad, people couldn't retreat and it would do more harm then good.

It doesnt MATTER if Discovery is a democracy, without us they'd be nothing. If we all left yesterday, They would be screwed. So yes, it is in a way a democracy. We're constantly threatening to leave to force our demands. If they dont, Oh well, No more community for them.
Gizzur, You have no idea how capships work because you've said yourself you dont fly one. Not all indies are lolwuts, and I'd rather not have to "apply" to get a ship that someone says I dont deserve when I know damn well I do. I hate factions, Never joined one and never will. You know why? All the leaders are bossy little 12 year olds that will probably be a cop or principal when they grow up. Id rather not have to "Check" MY RP with some faction leader.

My labc and gunboats had the same as mentioned.
I did a mission and stopped 5 k our and waited for the power to come back. No issue after it did.
Seems to work ok, I don't really have an issue with it.
Only one gripe. If you are traveling and are cd'd by a bomber pack in a cap, you are dead. for small ships I can still use primaries to keep em occupied, but they have a pretty easy way past your guns for a while.
This will kill a trans pretty quick.
Other then that, I think it kind of makes sense to be low on power after blasting around faster then the speed of light. (going by the time it takes to get from planet to planet on cruise)

As funny as it is though, It does get tiresome to to hear you guys harp on & on & on. Fact of the matter is, complainers such as yourself are taking this place for granted. The Devs bust their asses for unpaid & untold hours on end to make disco better, & if they do 9 things right & 1 thing wrong they get the brown & smelly end of the stick from guys such as yourself. If a few people leave in a huff because they are unwilling to try something new, then they shouldn't procrastinate. They should leave as soon as possible & let the rest of us troubleshoot & RP the puppy without distractions by actually taking the time for a few weeks trying every scenario we can get ourselves into as we go about playing the mod that keeps us here.
For every person that leaves, there are multiple people to replace them within a day.

This is doing nothing to make disco better. This is only creating massive resistance becuase its a HUGE ABRUPT tactics change ALL at once. People dislike change. I do. Tenacity Does. So do many others. Especially abrupt major unneeded change. Fixing things that aren't broken.
It COMPLETELY destroys all previous tactics of EVERY class. Thats very major, don't you think? Something that would be taken more gradually?

What is your solution to reduce/prevent shield running and caps cruising after smaller ships?
Can you please tell me what evidence you have to show that this change has broken stuff. I am aware of lots of things but I want to hear your story. Please tell me what happened to your ships in game.
edit: I've heard stories that cruisers now have a unique advantage and as such this represents a boost in their performance. I've heard stories that this causes bombers to be both nerfed and buffed. I admit I have not heard any stories about BSs being buffed but rather only nerfed. I've heard many stories all of which are being used to help consider what to do. Please share your in game experience.
