I have had others express concerns regarding the physical enforcement of these ships. I believe that the solution is a little easier than we think.
Registration of capital ships can be strongly encouraged by the official factions and that alone will carry a lot of weight. Those ships who have not registered or do not wish to register would have to be stolen. After all, it is unlikely that Livadia sales representatives will simply overlook these registration forms if they are an intergral part of the sales process. In case of bribery, we're still looking at theft. You can image there will be consequences for such thieves. We will not have to resort to violence.
Here is a suggestion:
All capital class ships that have been purchased prior to a particular date (the date during which our new application rules go into effect), can register their vessels without going through application reviews. After all, these ships were purchased before any regulations were layed out and I don't think anybody here is a fan of "ex post facto" laws.
Those ships that are purchased after date X will go through the typical application process. Now there is no doubt going to be the case of "I wasn't around to register by date X" and in those instances those already in possesion of a ship will have to go through the normal application process as if they don't have it. It's a lot less complicated than it sounds.
Most Houses have regulations for registering their capital ships, and before anybody screams "we're not a House," I consider Capital Ships to be a characteristic of a House. Now I myself have never flown anything bigger than a Roc, which in itself can do massive damage. A battleship can desimate planets and destroy stations. So yes, I'm willing to take a few extra complicated measures to secure the safety of my people.

I guess you could say that this form does the policing for us, since those who go through the proper channels get put on the list of approved ship owners and those who dont will be seen as illegal ship owners. Easier to regulate and we know who should and shouldnt have certain ships

I would have to state I agree with the mans ideas. Though I believe we should always remember to put to much power in mans hands is to ties the hands of the goddess and the chao that comes with her. That could also cause some extra conflicts with trying to enforce this rule that might put my brothers and sisters at risk of physical harm. It is already difficult to keep our no fire zones enforced I could see this being hard to enforce as well. As we have seen we have zoner brethren to are acting outside the zoner alliances best interest. But all in all I have to say good idea but remember "When life hands you lemons make tabasco sauce, and while there trying to figure out how you did it laugh." Those are my thoughts thank you for the many magical fishes and i'm going to rest.
As a simple guard captain, I only have two issues with any of this, as the rest seems more than admiral persuits when it would come to regulating how and who accesses the deadlier weaponry we produce. Aquilions and Jinkusu class vessels do need regulated on who purchases them in the future, so as to avoid those who might use them in questionable or openly in ways that damage our reputation of Zoners as a whole.
My first issue is with the thought of impacting this upon captains who have procured the means to lead their Aquilions and Jinkusus, or Fearless class destroyers even. It is a slight wrong to leave these men feeling punished or under unneeded scrutiny from a new angle. That with the security council idea still in debate, something that would indeed "police" the use of our more deadlier vessels, as well as unruly members and curb those who might become problematic for the Zoners. This is, of course, if the security proposal passes and is accepted by all factions, no guarentees with that zone of polotics ever happening.
The second issue is with the Zoner Trade Consortium owning the physical space of Omicron-74. Does this in any way affect our placement of Zoners and hopeful Zoner Guard having access to reach Sparta and Corinth stations in our duty, or will we have to report to the ZTC on our access privileges first? Though I might just be uneducated on if this issue has been addressed before. Apologies if my green isn't entirely rubbed away with my career of service thus far.
Though I support this idea in the end, it can curb future events that'd damage Zoner credibility in the eyes of other factions. More of a wise militaristic decision than jaw-jacking polotics, get something done, I look foreward to the end decision.

Fyre and I have discussed this over some of Sophie's pie that she had horded and we are in agreement. It is far too soon for TAZ to take an aggressive or even seen to take an aggressive position regarding the two issues placed before us. All TAZ are Zoners but not all Zoners are TAZ. We must operate on the premise that our own soverignity is above contestation. Now if you has said that Baffin were up for sale, THAT would be a different matter. As we willingly pulled out of COZ. Our affiliations are strong with many space faring organizations. Surely we do have an opinion, and this we may share, however we may not allow our fears and apprehensions rule our better judgement. Having seen that Eris choose to bless one of our fold, which by the way was something I have never experienced, having only been caressed by the Goddess during my trip to Kappa, I can tell you it's a powerful feeling. I also believe that while our numbers increase, there is little worry in the machinations of other less savory types. TAZ does enjoy a stellar relationship with MOST Houses, because we do not allow ourselves to become entangled in such webs.
Fyre does not like the notion of our ships being handed out to just anyone, that said... her area of operation is rather extended, patrolling all of Sirius, with an eye toward Baffin. This means, she follows the standard set by our administrator and her Corvo is at Doc's disposal. Plain and simple. Of course, I've been working in the Gamma system, maintaining our relationship to the fine peoples in that sector, which affords us an advantage that others do not enjoy. Eris be praised.
Do not mistake my words here for an acceptance of the things that are coming to pass, only a warning to allow the time and distance to not compromise ourselves.

Not to bring any disillusionment to where I hold my loyalty to, my thoughts are this:
Well rule wise, yes we as a faction have the right to say who can and cant come into our system, as a Zoner faction as a whole we, because theres more then one offical Zoner faction, we all have the right to limit certian vessels towards independants and if in agreement even ourselves, Reality wise its an oversight to have certian vessels in non vanilla systems / bases and because they are not faction specific, as in TAZ only or Consortium only.There shouldnt be in any way that they are made unaccessable to approved factions of the Zoner title. Reason why they where put the systems they are now, in my opinion, is the guard status affiliated with the systems to start, rather then reworking an existing vanilla systems stations faction status to that of guard as well. The changes of TAZ not being in the CoZ or 74 being bought by another faction wouldnt have been in the dev teams overall scope of thought in the placement of these vessels.So in the end if nothings worked out the admin / devs will have to make a change and or a ruleing pertaining to this topic, as I'm sure they will.

At this time, ZTC is not restricting any Zoner from entering any part of Omicron-74. That system has been free to all Zoners for years and I have no intention changing that unless drastic events occur in the future.
