My honest reaction upon reading the forums, whenever I rarely do. Joe Kucan, he's the man.
Personally I dont see how it matters what we call our governing body, the fact is that we zoners are as close to pure anarchy as you can find in a body of people that doesnt degenerate into utter stupidity (liberty aside). What we call our goverment is irrelvent, replacing a goverment one way or another doesnt even matter. Our people will still for the most part do what they want to do. What is key however is having a body that actualy DOES speak for the people. If such body ceases to speak for the people, the people find a new body to speak for them.
From you respons it is obvious that you treat CoZ as a loose organization and it's chambers as an open forum. That is what this "I think the council should consist of anyone that feels like showing up" part of your statement implies.
I have to remind you that CoZ channel is fully encrypted and operational as any official faction channel. I was denied access to it, even though I'm known Zoner.
In conclusion: This para-institution that has unknown number of members claims to be representing large group of independent Zoners even though there isn't a single evidence showing that it enjoys their support?!
I want to see that independent Zoners are properly represented and I want to be persuaded that Council of Zoners still deserves that name, name it inherited from an massive and much more respected organization, now long gone.

That one had huge registered membership, this one has had unknown membership and from what I saw in the diplomatic channel it's only active member is Mrs. Silvan. Every five ships gets a seat in the council. For groups like the TAZ that have enough ships to warrant more than one seat, they handle how they do it internaly, they can have multiple reps, and how the groups total votes are distributed are up to them. For indies, they can back a group giving it more votes, or they can band together and pick a captain to be their voice in the council. so say you get five indies that run together, and they all support one of their number repping them, then that guy is a council member all of a sudden. Same for larger groups, but instead its a case of 'if you dont like the way your group votes, leave it or stop crying'
The head of state makes immediate decisions on how to act, pending the councils vote. Council disagrees, decision is over turned.

The house of Liberty hopes that the treaty of Bethlehem will be honoured regardless of this struggle between the sub-factions within the Zoners. The agreement recieved signatures far before any of this strife made itself known publically, thus we expect the continuing commitment of those who call themselves Zoners to it.

I represent the interest of the Unioners and while I understand that I do not have a single word to say in all of this, the Council of Zoner's treaty of Bethlehem is a menace to many of the men I have under my command. I also udnerstand that this Treaty was imposed to the Zoners by the Council, something that worries me some. Weren't the Unioners loyal guardians of the Freeport? Weren't the Zoners supposed to be against all form of violence, no matter who you are? Sure, we had a skirmish or two with the Xenos around the Freeport 2, but business is business... eh, anyway, I'm drifiting away from the Subject.

Look at you talking about other Zoners! Tearing ourselves apart, ruining our reputation, that is what you're doing! While the Council has extreme measures in it's way to lead, their decisions are far to be forced on all of us. Zoners who aren't chairmen of the Council shouldn't and are not forced to follow Miss Silvan if so they choose. The CoZ is only one of the many Zoners associations we have, and it happens to be the biggest and the most influent. They are ready to lick the boots of the Houses to get credits from them, and this is a subject that worries me more than the leadership of it.
