Due to a recent contract agreed to with the Independant Mining Guild, we will be requiring a large amount of Nuclear Devices. The safest, and most direct route to Denver from Helgoland Station is through House Kusari, so I come to you with the following request;
Ageira Technologies vessels are permitted to transport Nuclear Devices through House Kusari on their way from Sigma-13 to Colorado for a period of two weeks after permission is granted.
In return for your gracious hospitality, we are willing to transport an amount of these devices to a destination of your choosing, free of charge.
Our vessels will take the utmost care in transporting these potentially dangerous objects, and will of course, as always, follow orders given by Kusari Authorities.

Now, forgive me if I sound pushy, sirs, but we're really waiting on the whim of your government to continue construction of our technology. I don't need to tell you that the sooner we get this project completed, the sooner we can start on other project, to better all of Sirius.
I really would hate to divert personnel from the Gate Construction sites in Kusari to make up for the lost time waiting for your response.
I have been asked to respond to your request by the Emperor. Your request has been denied. The Kusari Government has it's restrictions put in place for good reason, and we dont find a urgent need for Kusari to change it's policy in this case. Nuclear Devices serve to provide Kusari with a clear and present domestic risk. The high risk of an accident of seizure of these devices in Kusari constitutes a risk the Kusari Government is not willing to take.
We suggest you contact Samura or Kishiro to transport these goods through Kusari for you, as they have the technical knowledge, as well as the experience in Kusari to make the transport as safe as possible for the Kusari public.
We are sorry we could not have been more accommodating of your request, but the security and safety of Kusari comes before any trade deal that might be in the works.
