I gave him more than sufficent time to respond. I said cut your engines and waited for him to cut. At least 10 seconds later and almost 3 attempts to start his cruise engines [kept CDing him] he was considered running. I opened fire. No rule against that, gave him plenty of time. He was nearing a base as well, probably just not responding to buy more time, if all traders did that no pirate would ever get anything
You STILL have to make a demand. You did not do so. So yeah, there IS a rule against that.
This is not the first time or even the second in the last week or so that you've crossed our desks. I suggest that if you have questions about the rules that you ASK first, not SHOOT first.
