Capital ships are already rather too weak as it is. They are big targets and usually the first things to go down in a fight. No point in making them weaker.
Battleships 50% bigger (seriously, a VHF crashes withing the dockign bay docking with an Osiris for example)
100% less turning rate (Seriously a Dread turns faster than a Adv train)
50% higher weapon range
100% more armor (one bomber could kill a battleship with current stats)
Keep bombers as they are, make SNAC weaker by 30%
20% more expensive
Armor Upgrades more expensive (if the first applies about 50%)
Weapons costs won't change anything
Battleship license cost won't change anything
I'm with you on the 'faction only' thing. Add to that special roleplay request, and that's where my own, strong, wish lies.
But... like everyone else in this thread already have pointed out, caps do not need to become weaker, if anything they need to become much stronger if any faction only/SRP requests ever become implemented, which I highly doubt will happen.
But, in the very unlikely case it does happen, some ship class inbetween our current capital ships and bombers need to be added for the plebs. Something for the folks that always forget to turn the ignition to their brains before entering the server. A poor man's cruiser (and similar lower classes of ships). A bit weaker than the houses' capital ships, but in groups (like these brainless lunatics like to roam) still posing a great threat to whoever crosses their paths. It'll be a bit like the Reavers in "Firefly"... only more scary.:crazy:

So, for the tl;dr crowd - I liked the idea of faction only but also SRP request. I disliked the idea of making caps weaker, since they already are too weak.
