Most of things sounds good but here is what i don't like and what i suggest:
Class 7 - Light Cruiser/Destroyer Turrets -Cruiser Mini (or version of Light) Mortar..? ~4k range as pulse
-Cruiser Primary Turrets (unchanged)
-Cruiser Razor (speed increased to 1000m/s from 800, range increased to 2500m)
-Cruiser Solaris Turret (unchanged)
-Cruiser Pulse Turret (unchanged)
-Cruiser Missile Turret (unchanged)
Because i don't want those cruisers losing ability to take out hull from distance.. how the hell would they kill other cruisers or bigger things without closing in very short range and dying..
Next thing is changes you are talking about shield and hull.. i think we shouldn't mess with that. All weapons are balanced to deal more hull then shield damage.. so in the end you will end up in few mortar hits into hull and ending fight quickly.. i say don't touch hull but buff shields a bit to make capVScap fights longer .. two battleships kill each other too fast..

Class 10 - Heavy Battleship/Dreadnaught Turrets
-Heavy Mortar (Unchanged) -Heavy Battleship Primary turrets (little damage, energy consumption buff .. stronger then light bs prims)
-Battleship Cerberus Turret (Unchanged)
-Heavy Battle Razor (Speed reduced to 1500m/s, damage increased to 160k/80k)
-Heavy Battleship Pulse Turret (50% increased damage and 75% increased energy cost from current bs pulse turret)
-Heavy Battleship Solaris Turret (Range increase to 1750 meters, power requirement increased by 50%)
Just because cerberus drain too much and I prefer and i know more people that prefer longer sustained fire then short strong burst..
simply increase the ship class that new players start with and remove the need for those low end ships that currently only serve as pointless stepping stones to the 'real game'.

That's also rebalancing. A patriot and a liberator is the same ship, it's just that one has much better equipment then the other.
If we were to use just the vanilla ships, there would be an inbalance, as Liberty vanilla ships are the weakest, while Rheinland ones are so much stronger. Guess who would win a Liberty/Rheinland war then? Things are so much fairer if everyone is using equipment roughly on par with each other. This is multiplayer, not singleplayer. Hence why we got top-tier fighters for all the different factions
Vanilla ships are a waste of space, and anyone who flys them is either a newbie, a fool or someone with a large dose of win who is using them to extract lulz from every situation (Glares a bloodhounds:D)
I still don't like the heavy battleship idea though. Having only one class of weapons (Cerbs) takes all the tactics out of a fight and just makes a fight dependant on who misses the most or who has a 900m armor.
There are 8500 characters on the server below level 30, some of those characters are mine, others belong to quite a lot of other people. Why should we lose ships we enjoy, when the current system works for the most part?

battlecruisers with thruster end in the same situation as it was before.
it give them ability to solo all bs except osiris, because they will be faster as any bs...
