Thats rather the faction where people get abused most:
People start yelling at Order as soon as they even SEE an Order ship, even if its within Order ZOI, Order peeps cant even attack their own red red enemies (nomads+phantoms) without getting yelled at by those INVITE ONLY factions because order is "ganking" and attacking the poor poor undernumbered INVITE ONLY faction. Plus the Order leadership isnt really helping Order at all... its helping other factions AGAINST order players.
Reminds me of something a few weeks ago:
Single Order Nephthys gets attacked by 5 MM, all the Nephthys did was ask them what they were doing in Delta heading towards the Minor JH.
Single Order Nephthys starts kicking their asses, badly.
MM start insulting the single Order Nephthys.
Order leadship shows up and also insulting the single Nephthys.
MM tells single Order Nephthys that he is ordered to stand down.
Order leadership agrees that he should stand down and insults single Order Nephthys.
I love being in the Order.

I'm going with the Outcasts, Corsairs, Order, Liberty Navy, and some of the corporations that have mining bonuses (specifically DSE - at least - while they had Penny mining).
Every single faction is subject to abuse. I have seen them all get abused.
If i had to pick one, i would say Outcasts. But thats only because i see it on a daily basis in the Taus, and that probably makes me somewhat biased.
But i also see some really good RP come from alpha as well! I have seen a lot of different personalities come from there. Which makes alpha unique.
But with my experience, i have seen every single NPC faction in the game get abused one way or another, at one point in time or another.

Actually, the Phantoms and Nomads are exclusive or semi-exclusive factions, so they can not be abused per se. No comment on the rest.
Oh, oh, I got a new one. Junkers! Yeah, those filthy Junkers, with their huge ZoI, smuggling, pirating and mining scrap. Someone should definitely nerf them. They are abused to hell and back.
The idiots that don't care about roleplay will generally migrate to whatever ID gives them the most perceived benefits.
Assuming they operate within the rules at a minimal level, likely candidates are house shippers (no cargo limit + lot of trading freedom), factions with large ZoI + ability to use a variety of ships (outcasts and corsairs, BHG and Hessians to a lesser extent)
There is also general neutrality for trade (zoners, junkers, IMG), potential to pirate AND dock on lawful bases (Hogosha, FA, Junkers), as well as ease of obtaining an ID (generic IDs, Liberty IDs). Profits opportunities also play a big role (like whatever gives the best mining bonuses, best trade routes, best piracy opportunities, exc.)
Interest in all the above gameplay dynamics can actually be beneficial, up to a certain point. Showing some interest in gameplay dynamics is good. Beyond that certain point however, it becomes powergaming.
Here's my honest experience, and I was kind hoping that you'd pick up on it from my slightly sarcastic self-quoting game...
You get what you give.
For example, You fly a corsair character into Alpha, and if you have some RP idea that can engage people and get them involved, something inspired and interesting, then even the lolwuts will get involved. It has to be a bit more than the standard "Yahh bo you suck I rule" propganda runs that people go on. Those are nice, but people can ignore them and just hit the "Hey, I'm gunna shoot you" buttons.
People mentioned the order, but today I was wandering around omicron delta on one of my RoS ships, and I found the order in the middle of some of the most astonishing RP I've seen in a long time. I was really impressed (Kudos to those of you who were there infact... Seriously, it was awesome), and as a result of them putting a lot of effort into what they were doing, it had the potential to pull other people in, and it did for me. I got involved in a kind of distant way, and had a really enjoyable bit of RP with one of the admiral types.
The same goes for Liberty, Alpha, Gamma, everywhere, every faction. You have people who'd rather ignore what's going on and sit back on the tried and true "You are hostile leave or die" stuff. Which isn't a bad thing, it keeps the universe making sence... But if you want mroe out of anyone, something different and interesting, then you have to puyt a lot of effort in. The Romeo and Julliet thing in alpha recently was a near perfect example.
The mind warping by nomads of my first [LN] character as well (fragmented story based off this series of events is in my sig, kudos to Hyung Soong). That still makes me smile when I think about the otherwise completely unrelated people who either sat and listened, or got involved (Yes Yue Fei, I mean you).
I think people like the various nomad based factions rely heavily on other people being open to the idea that something unusual will happen, however I can appreciate that not everyone is going to feel inspired all the time. Those 'special' factions have to put in a degree more effort than most to bring people in to the RP.
There is no 'most abused' faction. Nobody sucks any more than anyone else. There is only the effort you're willing to put. Either in being receptive to ideas, or intigating something, be it planned or off the cuff.
In short, if you think a faction sucks and gets abused by people, go to greater lengths to get involved in their RP. You might be surprised. Or alternatively, create something they can get involved in yourself.
That said. I don't think this thread can really bring anything that positive to our existence. Giving comments of "x faction sucks" is never going to end well. It's only going to annoy people and destroy people's will to get involved with each other's RP in the way I described above.

That also counts OC and to a lesser extent corsair ships as theyre also all over in liberty.
