Well, Liberty has problems on both sides of the playing field, Outcast/Corsair is clearly a problem as well.

I would say that 'abused' factions would be all the Houses. Many people make LN/RM or BAF/KNF indies just to attack border systems. I know that's why I made the RNC-Porkhammer. To lulzwat around Texas.
