This is attenuated by the older members they are still able to show something interesting.
The outcasts/corsairs/hunters/order are not on my list, because they follow their diplomacy and have one at least ! I would be surprised to see a piece of diplomacy with the Keepers and the Phantoms.
For me it have o be IMG. Almost everyone with an IMG ID never leave the general area of the Tau's except to sell ore. Name of their game is "pew pew outcasts all day" when it should be protect our miners. Put of the hundreds (yes I mean hundreds) of miners I've robbed not a single one has had an escort and only a handle full were working as a part of a team.
Corsairs/Outcast/Order/BHG at least play there RP part. Even though they do it with mass lulz its still playing to there role.

what resulted was him explaining something blah blah about houses and something or another, that was so long ago i dont even remember what he said, but he talked to me for about 15 minutes eventually explaining how i was going to suffer a cold death in space. Then he killed me.
so, not all phantoms are bad RP.
Grimly, you might be an old member, but that doesn't make your opinions and biases correct.
Every faction is cool. None of them are any more abused than any other. It's about what YOU bring to a situation. Nothing else. If YOU bring the expectation that someone's gunna give you some preset line then shoot you in the nuts, then they probably will, and you'll never get to roleplay with them ever, because you're being a negative ass.
If YOU bring ideas that the other folks can interact with, or an open mind to things they might be doing, then you're probably gunna have a better time.
In Vanilla the corporate factions were uberpowerful conglomerates that could do anything and had obscene amount of power. IMG and Zoners were just these 2, fairly isolated, niche groups that had no real bearing on anybody.
Now, the situation is completely reversed from a bases/lore standpoint, and exonerated by the trade system, which promotes blockade running and taking JumpHoles.
