But while I open in Bar window with News , there is news "War with Rheiland is Begun!" so why i can shoot down Rheiland or Rheiland me without "words"? Im Navy and this is my duty, defend Liberty from all enemies without every. And this is RP and this "words" in fight with Rheiland is news in Bar.
The only difference in a Guard system is that you are freely allowed, if you are part of the faction that owns / controls that system, to do those things allowed under the faction / guard system rules. Kill transports, blow up underlevels, tax those people who don't belong, cause general mayhem ... but at NO time are you EVER relieved of your requirement to actually Role-Play with the person you are attacking.

Ok I made a big mistake, from this day i only talk, and never shoot anyone without explanation. You have really big and extensively rules, so its sometimes hard to understand, especially while english is not my main language.
