As we scroll our way through this chart, we find that Mercenaries can, with special RP request, use Gallic Council equipment. But they must stay in Gallia.
And I suppose we should make note that there is no official Gallia Council faction to give you permission to have the ships in the first place.
We're open to suggestions on what you'd like to try to do - perhaps join the council? Because until we get a good consensus, you're all going to remain behind bars.

Council ships, with Council ID, are allowed into the Taus, Bretonia, and Kusari
Council ships, with Merc ID, must remain in Gallia.
There will almost certainly (meaning we're dreading doing it, but we know it'll have to be done) be a revision of the tech chart when the next big update comes out.

You got to be kidding. The council has a base in Orkney. I'm sure I saw a "Made in Gallia" sign on a piece of metal on Reunion.
Fine... how about... Planet Quilan? There is where our transports are moored. It will be a bit crowded in the hangars because they are small but we'll be fine.
