ive runinto plenty of keepers(they even mentiond like an hour long rp with me in a message dump) run into a few phantoms(in the end they fought eachother or something) they roleplay more then some non terroist factions i see quit QQing and play the game

But let me tell you why before you freak out and go and think that I'm being Biased or whatever. Yes, I have a Phantom so theoretically this could be a conflict of interest for me, however, it's not so because I'm not just speaking as a Phantom here.
So, now theres this, the Terrorist ID allows people to kill whoever/however they want to, That does not however mean that this is all that the Terrorist ID holder is going to do. Just because you -can- do something a certain way, doesn't mean you're going to do so. Yes, I -could- go out with Djinn and silently annihilate every ship I come across. Is that what I do? HELL NO it's not. Yes, some people who hold these ID's do engage silently/with little warning, but honestly it's to be expected from that type of person, terrorists do as terrorists are, no?
Granted, not all terrorists go out on mindless killing sprees. Yes, again, some players use the ID with the bare minimum of conversation, however this is not the case for all who hold these ID's, in fact -most- people who possess a Phantom/SCRA/Keeper/Wilde/Xeno ID, are quite involved in roleplay conversations when they fly.
So to go out and "Engage Phantom or Terrorist ships with little to no RP" would be very very stupid, because the vast majority of people holding these types of ID's -DO- indeed Roleplay actively as opposed to silently killing everyone.
Also: I would like to point a few pages back, to Sovereign's post because he makes a very good point.
ALSO MORE: I would like to point back at Zapp's post because my Phantom acts pretty much the same as the way he listed.

You'll be happy to know it rarely leaves Iota, 99, 90, and Delta though.
