In a recent voting by the new Parliament, Passenger Licensing has been deemed a misuse of Bretonian Police funds and is to be eliminated from the standing orders of all constables.
Any formal companies may either request reimbursement, or apply for licensing to either a Military Materials License or a Humanitarian Aid License, or Gaian Research License, given the appropriate conditions met, without any fees rendered.
Any non-affiliated traders may apply for a Secure Cargo, Humanitarian Aid, or Research License without any fees rendered, however, the appropriate conditions must be met.

The corporation Duchess Shipping has undergone considerable change recently starting with integration into Duchess Industries and concluding with aquisition by Deep Space Engineering. All assets of Duchess Industries have been assumed by DSE, I would therefore request that this change be recognized by your records.
However, considering the absolvement of this licensure, we would like to request a conversion of our Passenger License to a Military Material License. All activities covered by this license will remain on hold until the application process has gone through successfully.

I hereby inquire if the Bretonia regulations regarding passenger transport are still in effect.
I have received differing responses from BPA personnel and Bretonia Navy officials.
I have been transporting VIP's from Shetland to Cambridge, and if I need to apply for a license to continue to do so, please advice.

The BPA no longer handle Passenger or VIP Licenses. You may wish to get in further contact with the BAF on this matter if they continue to question you but if any BPA does so please direct them to this channel.
