Right... It's come to my attention that the junkers and bounty hunters are engaged in some kind of conflict. Now I'll be fair. I don't give a monkeys about the reasons you're fighting. I don't care about why. Neither does the Republic of Liberty as a whole.
If you wish to persue a war with one another, do it somewhere that we don't have to keep the peace. Take it outside the borders of Liberty. If I find Junkers (who despite being under near constant investigation have yet to be regarded as a criminal group for their obvious smuggling activities, as they are deemed not wide spread enough to condemn the entire group) and the Bounty Hunters (known to frequently tresspass in secured and restricted space) fighting one another in Liberty, I will have each and every member of the conflict arrested, questioned and charged.

Junkers? War? Us? If you mean that handful of traffickers, paedophiles and ne'er do wells that a few of our Liberty operatives tackled? But these were known criminals who attacked our patrols when discovered.
The whole thing sounds ridiculous. That probably explains why you would speak about the Junkers and Guildsmen in the same breath. Junkers aren't fit to use my second-hand toilet paper. I could tell you stories ...
I understand your desire to maintain law and order, given the border conflict that is ongoing. But we haven't forgotten our roots in Liberty.

I'm not misinformed. Allow me to explain.
As much as I personally find many of the Junkers' activities to be dispicable and unpleasent, not all are the same. We deal with Junker smuggling activities and piracy claims on a case by case basis, as many Junkers are law abiding tax payers in Liberty.
Your work in keeping our criminal population in check is appreciated, and I'm sure profitable to you. That's something for which we as a nation thank the Guild. However it doesn't afford you a licence to shoot at those affiliated with the junkers because some junkers are guilty of a crime. The second you step foot in Liberty, you, like everyone else must abide by Liberty law. regardless of whatever contracts you may have from people outside of our borders.
For example. If you had a contract from the Rheinland government on someone who had commited a crime in rheinland, and shot that individual down in Liberty despite the person not having broken any Liberty law, then you yourself would be in breach of our laws.

What a touching sentiment. (form Graves) There is no war admiral. That word has been thrown around a bit I'll admit. Call that a little slip in a moment of anger. That's what happens when a ship gets shot out from under you with your entire family on board. I won't stand for talk of war. We're just trying to scrape out a living. The Congress of course looks down very strongly upon Junkers found to be in breach of the laws of any House, and Liberty is no exception. I can give you my personal assurance that any Junker engaged in combat with a Bounty Hunter will be acting in self defence and that the Hunter would have opened fire first. We believe the Hunters' recent aggression towards us is the result of a contract placed on our people by an unknown party, and any Junker, or self-professed Junker at least, who is caught initiating hostilities with a Hunter in Liberty space will be dealt with swiftly and sternly.

You are no less guilty of anything.
The Junkers are being watched, very very closely. I have reason to believe you are haboring criminal elements on your bases, and both Rochester and Beaumont are hubs of human trafficking and drug smuggling.
Any Junker which breaks the law in Liberty will face the full force of it, and it will reflect badly on the Junkers as a whole. There have been numerous occasions when the subject of making the Junkers an outlawed group due to your sympathies for the criminal underworld has been discussed.
If the Junkers choose to carry on down the path they seem to be rather fond of, then the Bounty Hunters will be given a green light on selected targets and paid for delivering results. You are walking on a knife edge. I myself witnessed a member of the Junker's Congress allow an Outcast gunboat class vessel, who was being chased by my own gunboat crew after assaulting several officers at Manhattan to dock on Rochester. You frequently hinder the course of justice and obstruct us in our work. That won't be tolerated.

Hale, The Guild is committed to the rule of law.
Any Guildsmen breaking the law can be considered expelled from the Guild. I'll shoot them myself if I have to. My transplant operation went swimmingly and I think the smell of cordite would be refreshing.
As for "intruders", well, never let it be said that we lack determination in chasing foes, even two-bit terrorists like that Order rabble. I'll investigate our flight-paths and assess potential security risks.
Maybe I should carry out an inspection of Liberty operation. It would give me an opportunity to visit family on Houston and see a few former colleagues from my days in the service. I trust my Liberty passport is still valid.

As I have said, we look harshly upon any Junkers found to be breaking the law, particularly an act as flagrant as allowing Outcast gunboats to dock at our bases in full view of Liberty forces. Rest assured such blatant disrespect for the laws of Liberty is not tolerated by myself or the Congress as a whole. If you can provide me with footage of this incident, I will set the individual responsible straight on official Congress policy and such an event will not happen again.

While it is known that we do not always agree with each others policies. Nevertheless all Congress should know better than to allow an outlaw gunship being pursued by Navy to dock at Rochester. Do you know the name of the Congress ship that allowed this to happen? If you could provide us with that information we will speak with that ship and their crew about this immediately.
Be aware. Despite this situation having occured some months ago. I will be contacting the Republic of Liberty's Chief Prosecuting Attourney to the subject, and the suspect will likely as not be requested to come in for questioning soon enough.
