Not really, it is doable
When I decide to run I know it will piss the pirate off and he will want more money or cargo. That's the risk I take when I decide to run. It's my choice and I'm aware of the consequences. I don't care that the pirate is angry when I dock safely

You are obliged to make one, and only one demand of Samura traders you encounter - that they publicly denounce the Emperor in system chat. If they do not comply you are obliged to destroy them, and destroy their cargo if it cannot be salvaged.

I am, but I fight the naval forces, not pirate in the whole.
To be honest, I am giving the chance out of it, but even then, I would feel bad destroying a full cargo ship. I would avoid the situation.
I agree with mwerte - just throwing in some more rules isn't going to help anyone. Especially as traders are already protected more than they deserve as it is.
No, what I think should be done is to give the weaker Transports (ie, transports other than, say, the Shire or the Percheron) a slight boost to enhance their survivability in convoys, but ease up on the Pirate rules of engagement. That way, traders would be encouraged to fly in convoys (and so would be pirates), which in turn would lead to more roleplay and maybe even less boredom during the endless grinding sessions everybody seems to have to do nowadays to get a PvP-ready ship...

Well, I think the reason people are getting annoyed is the fact that they are not making a profit from trading, when the vast majority of their profits are getting pirated away.
More credits in hand and less feeling of loss actually lead to a better interaction for the majority of normal traders.

How are they protected more than they deserve it?
Also, is that not the same thinking which ruined mining and the current economy?

Drift as in less than 10 movement, positive or negative as an example.
If I'm drifting, I will probably be trying to RP with you, something I admit I am not wonderful at.
Apart from that, if you aren't getting your version of 'fun' from the experience, get it over with quickly, without ruining the experience for the Trader, unless they are being *really* stupid about it. (I know, I know. Your version of really stupid and mine may vary)
If you see that they aren't willing to RP, get the money and send them on their way, minus some hull of course.
About the overly priced demands... it all grow on the RP, I think. I have 4 Pirates. 1 taxes a fixed sum of 500k for everyone with cargo (Rhinos excluded). 1 demands 1 Million of Everyone. The third one demands money in the dimensions of what the cargo would be worth when he sells it (he has a Ptrans. Usually demanding 1k Cargo or the equivalent of it in Cash.). The fourth one will just demand to drop all cargo, just to destroy it.
The Difference? RP. You see, the first one is a nice Golden Chrysanthemum, waving people through when they deliver to IC-Bases or generally to Bretonia, not wanting to demand too much cause it would pamper with the trading people. She hardly gets any RP...
The second one is a Red Hessian. She doesn`t like everyone and looks for a fight wherever she went. But because she needs to eat too and to support others, she demands 1 Million, which would be the line where her urge to kill is dimmed. A little more RP, but mostly weak ones from smaller crafts
The Third one is a Corsair PTrans. It gets the most RP because she demands it, demanding some conversation, or way of choosing. Okay, in Numbers, it cost more if you lose 1k Superconductors in Omega 3, but that is life. You can always pay the 2,3 Million:)And it is not too much about the buying price.
The Fourth one is a Xenos. We start with a basic problem... Xenos can`t demand money. Yeah. It is based on RP too, so when you offer money to a Xenos, he most likely will get angry at you. Or he takes it and you can file a report ^^ Anyway, normally I should demand only parts of cargo, to support the Xeno Forces, but there are some problems with the traders. They tend to call for backup. And they attack even before you talked to him. That kind of cheap shot is maybe a way of trying to fight through... but a Pirate won`t take that nicely. If you do something like that, don`t expect anything from any allied pirate ever again. There are some independent Smugglers on my list.. and some Ageira-People who did nothing very nice too. But really, if you are hauling Blood Diamonds in California... don`t try to fight without at least trying to talk. Sometimes Pirates are looking for RP objects or any RP at all. It doesn`t make much money nowadays.. as long as you aren`t a Ptrain in Liberty ^^
Additionally about taxing new players... Pennsylvania should really be safe. You won`t get much money by mining there, but it is a start. Anyone out of Pennsylvania can be taxed. Really. A Rhino not holding 1 Million on cash should be below 40 and anyone above that can pay it. Holding the money on secondary chars doesn`t help you much.
For a while now whenever I see a pirate-thread I'm tempted to link that one. I feel it enough response.
But I'd amend that if the reasonable demand would be more specified everyone and their mothers would demand that exact amount. Let the pirates decide if they have a good day or nay instead. It works in most of the cases. Sanctions and bounties cover the rest.
