We are an RP server, we want people to RP. All of them.
Abusing the underlevel protection is something completely different.
If someone wants to roleplay he should get a proper faction or generetic ID then.
The Civ ID was not intend to be used as a baisis for roleplay - remember the old Freelancer ID?
But excatly this matter now is about the underlevel protection abuse.
If you actively roleplay you obviously become at least a Freelancer and a civilian who is shouting out positions or collecting information for some group (and so on) is definetely no 'civilian' anymore.
