The GMG trusts this communique reaches the RepEx Corporate Office in good order.
As you may be aware, the ongoing blockade of the GMG, by the Kusari Government, has impeded the flow of vital fuel supplies into the Sirius market. I am sure your own economists can appraise you as to the cost of this constriction of supply.
Now the Guild is well aware of certain loopholes in the Kusari Legal Codex which would allow RepEx to ship Plutonium fuel rods out Okinawa. These loopholes do not cover the most essential commodity - H-Fuel.
Furthermore, the Fuel Distribution Contract drawn up between the GMG, RepEx and Kishiro obliges the distributors to more a minimum of 50,000 fuel units from our bases.
When taken in context, the contract essentially obliges our Distributors to move H-Fuel from GMG bases in violation of the Kusari Legal Codex. One can argue that Kusari has no legal right to regulate the movement of commodities it does not own, from bases they do not control - but we also know that such matters are generally settled with acts of violence, and not fair legal proceedings.
The Guild's legal advice is that it is entitled to rescind the distribution contracts, or simply elect not to renew them when their term expires. This is purely in a legal context, and does not account for the duress imposed on the Distributors by the Kusari Government.
With this in mind, the GMG would like to offer RepEx a chance to restore the balance of trade with the Guild. We are allocating a budget of 500 million Sirius Credits from our Rhineland accounts, to cover any losses incurred by RepEx should the Kusari Government attempt to sanction RepEx during the course of lawful trade with the GMG.
This budget allocation is subject to the following conditions:
1) 250 million is allocated for H-Fuel shipments to House Rhineland.
2) 250 million is allocated for H-Fuel shipments to House Bretonia.
3) Payments will be made as an extra 1000 credits per unit of H-Fuel. Timestamped evidence is to be provided of point-of-purchase, and point-of-sale.
4) To ensure the continued food security of all Guild Citizens, the GMG will also pay an extra 500 credits per unit of Synth Paste delivered to us. This also includes the Interspace Commerce concern, Furyoku Station in Okinawa.
5) A minimum of 50,000 units of H-Fuel is to be delivered per month, as well as a minimum 50,000 units of Synth Paste. This shall be logged, and payments made until the allocated budget is gone.
It is hoped that this offer shall serve as a timely economic boost to your corporation, as well as the general Sirius economy.

I have heard of your licensing troubles with the Bundestag. Since Republican is allowed to ship Light Arms, we will continue to deliver as many as possible. I hope this is not a problem.

Pursuant to our private communique, I can indeed confirm that H-Fuel may be shipped from any of our facilities - including those in the Sigmas. How you execute this trade contract is entirely at your own discretion.
One of our Trade Division vessels spotted one of your haulers moving H-Fuel through New Berlin recently. The RepEx pilot confirmed he was indeed moving fuel in honour of this contract. However, we have yet to see this shipment listed here in this channel.
Please ensure all your pilots are aware of the need to properly account for the movement of goods for this contract - so that payments can be made accurately and in a timely manner.
On a final note, Interspace Commerce has been informed of these contracts, as they are entitled to 5% of the value of this contract. The GMG has set aside the relevant funds for this, as well as an additional 50 million for the purchase of IC Insurance Products if desired.
The Guild encourages its Distributors to open a channel with IC with regards to trying out their insurance scheme. RepEx has 25 million credits allocated to it to purchase that insurance. We are interested in seeing how IC policies will work, and would appreciate your feedback should you take up the offer.

The GMG is paying this set of shipments in good faith. However, we would like to raise two issues for your consideration.
1) The commodity Light Arms is not included as part of this contract. Given that we are currently not permitted to import such goods until a bureaucratic problem is sorted out - the GMG will pay you this one time.
2) Your delivery to Manneheim Station, a Kruger Minerals asset, is technically in breach of RepEx's Fuel Distribution Contract. Kruger is a listed hostile party to the GMG, and RepEx pilots should not be seen to collaborate with Kruger - at least not to the extent of claiming bonus payments for such deliveries!
We shall pass this one off as an oversight on your part, and pay you this one time. Please refrain from making further deliveries to Kruger-owned bases.

I wish to apologize for Captain Daniel's mistake. The Light Arms were delivered because I, hearing of your legal predicament, offered a bonus for delivering light arms to your bases. This bonus was sponsored through RepEx, and I did not intend for you to pay that bonus. It was supposed to be a simple goodwill offering. I apologize again for the confusion.
As for the delivery to the wrong station, I will re-issue a corporate memo on the subject immediately.
