What does 17 has to do?
Stop trying to expand AW influence all over the universe.

We are in 74, and we have ZoI on all systems connected to 74 ONLY, and we only have full authority on 74 (and theta if at war, and only against the hostile factions). 17 Is out of jurisdiction.

Stop that, or i will begin issuing fines.

The three Sigmas were include when Igiss issued our ZoI (when ZoI was first made instead of territory). I cut out Alpha and Beta, for obvious reasons. And Tau-37, as its not even remotely connected anymore. Then Sigma-19 and 13 for other reasos. I didn't fully let go of 17 because it connects to Theta. These aren't expansions of territory, but were a part of AW ZoI since ZoI was created. I cut it down actually..
