I agree on reducing rules as it's been going on for the last couple of years.
But this is not evolution, it's involution.
We are going back, what? 5 years? The reduction of rules has been backed by Flhook commands (I believe) or ways to make those rules unnecessary. But there's no FLhook command to change players' behavior, which is why the rule was there (talking about the caps vs transport).
Therefore, it can be expected that the same problems that made those admins to put that rule in place will arraise again. The ships are too unbalanced one for the other.
I agree that trading shouldn't be done alone, and hiring scouts is important, but not you or anyone can assure me that I will find people wanting to scout for me. Encouraging group task is good, but making them impossible to do alone is not good.
Although, I don't have experiences on the matter so far, I think the matter has been left too lightly into players' control, and we know there's not moderation from players.
Space is dangerous is fine, space is suicidal is not. We shall see.
I'll come back if I think on any better suggestion.

Update from my personal experience here. I've played for a few hours today now on my trader, who happens to be my primary character. Now, I generally don't keep many credits on that character, only enough to buy a new load of cargo. The rest, I offload into a character that I've dubbed my bank account (Really, he just sits in a starflier on Planet Erie accumulating money... Hasn't taken off once) This means, on any pirate interaction, I only have about 1 to 2 mil in my cargo hold. When I was facing pirate fighters and bombers, this was always fine, as they never asked for much more than a few million. When it comes to the capships though...
I've run into three capship pirate blockades at this point, two of them had at least two with them. I don't know what it is about the mentality about flying a cruiser or battleship, but they have significantly higher demand for credits. All three times, I was asked for more than 10 million credits, which is on average, three or four more million than I make on a single run. Two of them also demanded I drop my cargo. I find it extremely unnerving that it's cheaper to say no and simply let myself be blown up, than give them what they ask. Each time, I only lost the purchase price of the cargo, rather than that and the significant amount of credits.
There's something about flying a cruiser or battleship, I fear, that makes people ask for more money, which traders are simply not in a position to give.
EDIT: And yes, I was in a different system each time, in fact, almost in different corners of the galaxy, staying away from places I'd been destroyed.

If you are pirated in a BS? Well sorry you are just a moron. A battleship has no CD, it has no thruster, and it will take a good 10-15 seconds before it can fire basice weapons, and like 30+ for a mortar. Any transport stupid enough to sit and wait for a BS to kill them deserves it.
Now with new rule, i would love to see the sirius transports getting into and out of gallia now past a pair of Valors.
Also "pirate" ID cannot use anything bigger then a transport/GB so no worries there. Only certain unlawful groups can use cruiser, and up. See a "pirate" ID'd player in a cruiser report it.
I am willing to bet that Liberty's LABC numbers will now sky rocket though, and so will Rogue, and Outcast cruisers. Liberty is going to become lolwut capital of sirius.
Now I think it is time to bring back a wee thing we had awhile back. Long term players will remember it. NY as a non fire zone, as in guns do 0 damage in NY. After all it promoted people to pirate in Colorado/cali/Texas, instead of gank fleets in NY which will soon sky rocket.

And lets join all the dead servers out there who have this. No rules means a select few run rampant, and the rest just leave. I have seen it on many MANY servers.

You are right. I tried it earlier in my wee little frighter, and got 2 10mil or dais, and 2 drop all cargo's. All 4 times i laughed, and ran for it. 2 times got away, 2 times i was near death, and dropped cargo, pewed it, and died.
If this attitude keeps up (i do not think it will) Disco will become just PvP server. All traders will drop/shoot cargo and die, and all pirates will get a blue message. But we had this in years past and survived, and think we shall survive again. I am just waiting for the whining from pirates when they get ganked now by 20 caps, and yell foul. Bring caps to pirate? get em back for defence. No one ever considers that though.
