This letter is constructed to inform and warn you about a new threat that is starting to feed off Kusari like a disrespectful gaijin.
I have - as many other duty-fulfilling citizens of Kusari, personally been hounded and assaulted by a pack of mercenaries that goes by the name of Societe Militaire Privee. Their transponders being marked with the tag "SMP". I'm confident in that some of your men have seen these murderers flying in Kusari space.
I have also personally witnessed them attacking General Yarr of the Black Dragon Society right outside the Battleship Yamaguchi. What surprised me the most was that the gunners of said vessel didn't fire upon these money-grabbing scoundrels but I assume they didn't wanted to the risk of hitting us as well.
Regardless, I managed to find myself in yet another situation with the SMP when they attacked us Yakuza members under the pretext of collecting bounties on our heads. By doing so, they also directly aided the Golden Chrysanthemums in an attempt to use their combined forces to take us down. We were lucky in that particular situation as we received the assistance of the Farmer's Alliance. But what bewildered me was that the SMP docked on the Tsushima Depot!
I do not wish to make any accusations towards the Samura but why would they allow to harbor hired-murderers, destined to hunt down the Farmer's Alliance and the Hogosha?
I demand justice and action to be taken by the Kusari Government. These dogs need to be banned from Kusari space permanently, we cannot allow them to freely fly in our lands when they attack Kusari citizens without remorse or justification!

While respected member of Yakuza - Hideki, is sharing some dire news of gajin disrespect within our Kusari, perhaps he should back up this with some evidence. While I do not applaud at any attempt of a gajin to shoot any Kusarian, even the misguided women from the GC, I would still like to see some evidence presented to the Council before we take some action. Should we cast out an mercenary organisation without evidence or explanation the reputation of Kusari naval forces and Kusari lawbringers could fall in the eyes of Sirius again.
I would like to mention that I have always found Kusari to be well equipped to deal with any internal problems on our own, so I fail to see the need for a foreign mercenary forces to be "sprouting" around Kusari.
If Naval forces require more financial support, it can be granted.
