there is no system in the game mechanics that would make your suggestion possible without massive abuse potential.
if you want to make money by lawful rp, do missions.
that would be all i have to say here.
If that's all you have to say, then prehaps you will not see this, but others may, so i will reply anyway.
I think due to the sadly lacking gameplay mechanics, it would be hard to organise, but:
A: harder things have been achieved on Disco, and;
B: I do not see what abuse is very likely.
As for the missions, It's hardly RP, or a good way to make money.

Anyway, People choose to roleplay a Pirate because they want to be someone evil. Doing Stuff you normally wouldn't even think of. It's like choosing to be Dark Revan again in KOTOR. 30 mill seems a bit high.
Pirates/Smugglers hardly ever pay, (remember we're not just talking about NY here, other systems/houses have less people just there for the lolz) and almost never if you destroy their cargo too.
