I am not sure that this is 100% accurate. I will only tell you of what I have noticed. (And, maybe this is common knowledge. If it is, ignore this and let the thread die) . .
I have noticed this in Disco as well as Vanilla. . . .
Let's say you have your ship, and you are just trucking along in space with a cargo hold of goodies . .
In your scanners, you see some NPCs' that are neutral to you, but are known to pirate ships that are neutral to them . . .
Before they demand your loot, I have noticed that if you hail them on Comms, they will be so busy explaining who they are and where they are going that they will hardly ever demand your loot . . .
Granted, I have seen other situations with NPCs (When they are in combat), that they will ignore you most of the time as you fly right by . . .
I just wanted to bring this up to see if I am delusional on this, or, if this is a known fact.
Just thought I would pass this on if indeed there is some fact to this and to help out others if the NPCs are a bother at times . . .

I didn't know that. But if you just don't answer to their demands, you are about 10K from them when they decide to shoot... But hailing everyone is fun.
But in a more serious note:
Sometimes when I hailed NPC's I just hear 10seconds later "you had you chance!" and they turn red ^^
Without ever popping the drop or cancel screen.

That is interesting to know . . . I have never had that happen to me, and I been messing with this tactic for a while . .
I'm glad you folks are talking about this to see if this scenario I posted is a given, or just a fluke . .
