The Kempetai are the Kusari secret services agency and special police operatives. Their agents are highly trained and profficient individuals recruited among the Naval Forces, the State Police, kusarian corporations or even specially gifted gaidjin that serve the empire.
The Kempetai duties are centred among five main lines of action:
1- Gendarmerie
Or border patrol. This is the most visible activity of the Kempetai. In this quality they act like a militarised police force enforcing the Kusari Codex, apprehending illicit goods and seizing individuals performing anti kusarian activities.
In this line of duty the cooperation with the police and naval forces must be kept at all times.
2- Provost
War is a stress inducing activity and even the most hardened professionals succumb to it.
Whenever a naval officer or police agent is considered out of control and a danger to himself, his comrades in arms and the general population, the Kempetai are the ones charged with the sad duty of apprehending the individual and bring it to the custody of the kusarian authorities, regardless of his whereabouts.
3- Intelligence/ Counter -Intelligence
The core duty of the Kempetai. The collecting of data and internal surveillance that is necessary to keep Kusari free from unwanted influence and nefarious enemy action.
The constant monitoring of foreign and internal suspect activities to avoid any damage to the proper functioning of the Kusari governmental machine and undesired consequences on the internal welfare of the citizens of the empire is paramount to the Kempetai. They should be the eyes and ears of the emperor, and his tireless instruments in the constant struggle against the enemy be it internal or external.
4- War effort
The Kempetai are also involved in operations of infiltration within kusari enemies and will perform sabotage, economical disruption and assassination missions within the enemy territory.
By infiltrating the enemy and performing operations way beyond the enemy lines they are able to instil the terror in the heart of the enemy, crushing any hope of safety by proving there is no limit to our reach and no security their police and military forces can provide. The enemy will then loose the will to fight and we will be closer to total victory.
Economical disruption of enemy corporations and interests will crush they moral, while ruining their economy and will, in the long run, lead their civilians to revolt against the incompetence of their police and military forces in stopping our actions.
Certain enemy groups, like the current one QCP, are specially suited to prove that there is no hole in Sirius where they can hide from our assassins. Those enemy groups should be hunted without mercy even, and specially, if they are within their own borders.
5- Nomads, das Wild and Aoi Iseijin
Nomads, and nomad infected of all kinds, should be terminated as soon as detected in order to keep the contagion in check and avoid further spreading.
Members of the Naval forces or the Police that were in contact with those treats should be monitored closely for infection signs and terminated if symptoms of infection are shown, All this must be conducted in the most discrete possible way. We want to avoid the civilians to panic, plus we want that the general population knows that the Nomads didn't all disappear in the end of the Nomads War.
Members of the Kempetai shall use any means deemed necessary to avoid and stop the actions of Nomads and infected as swiftly and fast as possible.
No degree of force is considered excessive in dealing with the blue menace or infected, no amount of surveillance will be considered paranoid.
Ranks and Command structure
The Kempetai are a militarised force, lead by a Commander, equivalent to Colonel. The ranks of use in this force are:

Under suspicion People on this list are people who have performed actions wich indicates a risk of them, being infected. They will have to go trough our different tests under normal conditions. Should people resist in this, then they will be declared infected, and an enemy of Kusari. A warning will be send out to the different forces and coorporations in Kusari, letting them now, that target is to be considered Infected.
Shutotenshi - Chimaera - Under suspicion for being infected Under suspicion for being infected, as he destroyed Kaigun Shösa Tieng Lung ship. Claimed to be of a special unit of the KNF a so called Hanta Iseijin. Target is to be interrogated, and go trough the our different tests before he can be declared Not Infected. Upon resistance, target it to be killed
Sasuke Ogawa - Chimaera - Under suspicion for being infected Under suspicion for being infected, as he claimed to be of the same unit as Shutotenshi, but didn't assist Kaigun Shösa Tieng Lung when Shutotenshi opened fire upon him. Target only look upon on the fight, and didn't choose side. Target is to be interrogated as he might have had his doubts about who to assist, but will also have to go trough our different tests before he can be declared Not Infected. Upon resistance, target is to be killed.

We won't write an RP story about the Kempeitai, we will write some biographys of the different characters in the Kempeitai instead. It is a police/Military faction, so it's not so much of history with who killed whoms parents and so on.
And neither will our biographys be with that our parents where killed by those and that.
Unfortunately I have met you in-game and I wasn't impressed by behaviour so far.
Perhaps some of you could be decent players, but usually |KPT tag means nothing but pvp for me. I don't even have to do anything.
EDIT: Also move Xenos and the Coallition to hostile. Xenos are highly dangerous and won't let Kusarians pass to Liberty. Coallition is just opposite to Kusari ideology, therefore you need to work on terminating them and muting media about their presense and / or propaganda.

Was that feedback Elven? Maybe you could give some details of these encounters so that the issues, if there are any can be dealt with.
Edit: Also, I think unfreindly is fine, the Xenos and SCRA are groups that this faction wont interact with alot, and they wont really be hunting them, so why do they need to be blood red instead of just unfreindly?

Why so agressive?
Well, once I offered interesting opportunity of RP to them on my BHG| (I wanted to sell their location to MI5, yet I offered them to make sure I'm silent using credits) they just tried to engage me, despite there were plenty of opportunities to end it peacefully. (Like bribing or pressing on me, threating me).
Another time I met |KPT (In Tau-23, I was on CR) closely he nearly on sight engaged Mariko Kietan (I hope you know who's that anyway, so feel free to ask confirmal for my words). Nothing interesting, I say. And nothing from intellegence service RP as well.
EDIT: At least SCRA should be red, since Kempetai should be organisation pressing on media (perhaps using Hogosha) and controlling well-being of monarchy. They're not interested in communism officialy.
If SCRA'd not be revolutonarees, it'd be quite fine.

And I am not being agressive, but "I dont like the way you do things" is not constructive and doesnt give anyone any information aside from that you dont like the faction.
And to explain further, MK is someone who would also take the advantage and engage when she could, they were just reacting to her the way she would react to them.

Still if BHG is thinking about selling information to your enemy, and you're not regular soldier, but intellegence agent, you should press on him about their stance at Kusari, or bribe him... Or just move on fast? You don't need to attract much attention.

So, if someone is trying to sell me out to my enemies I am not supposed to hurt them, just to try and convince them not to or run away right? Elven you have a different standard of role play than most people on the server do. I know this, you know this. How bout we hold these guys to the standard that most people use and not the standard that you use, where combat is only acceptable after a half hour of talking back and forth.
