Konnichiwa, honorable officer and every other law enforcer following this frequency. As the Kumicho is away on a diplomatic mission it falls in my responsibility to answer to your message.
Firstly, you seriously cannot expect the Hogosha to monitor every single pilot. Kabukicho Depot is neither a 'strictly' legal base nor is that covert, just a couple of clicks away from the main infrastructure of New Tokyo system. This is the first time that I see this freelancer. After we interrogated our own guards and radar watchers they claimed they have never seen the person before and when he showed his documents, his ID and thus his reputation was acknowledged as neutral.
However, although I feel I shouldn't have wasted so many resources on this investigation from the start, my top men located and apprehended the ship of the fugitive. I joined them and personally had a chat with the captain. He admitted his crime, but also claimed that he had paid his fine to the police authority. He said he was unaware of his mistake and promised never to haul nor dock at our base with contraband. As I could not contact any officer on the field and check his version I had no choice, but to let him go. Please notify me if he really paid his fine, I promised him a gruesome death if he were to lie to me, he-he.
