Very few are in the Phantoms, proportionally to other factions. An exact number has not been thought of because it is irrelevant to actual RP. No one really knows exactly how many are in the Phantoms and no one needs to know. It is completely irrelevant.
Why would that be bad RP? It's happened historically many times. Combat is not a numerical game where a force with 6 people will defeat a force with 4 people with 2 to spare, it depends on tactics, attitude, development, and skill, not to mention economic pressures and political agendas. In no way can a small force defeating a larger one be considered poor RP...
As a real suggestion, I would honestly say that you should play Medieval II: Total War and then come back and tell us that smaller forces cannot defeat larger ones. Heroic victories are my specialty.:P

I was just thinking, because the BHG have wars on so many fronts, yet they're doing fairly well. Sure, they've got some neat tricks with fighters, but I assume commanding entire fleets would prove a challenge to these former headhunters.
The Outcast/Corsair war is another example. Cardamine lowers fertility, so they are far less outcasts than corsairs (although cardamine does improve the few that remain). So I would of though that the Corsairs would be really punishing the Outcasts (via ganks:D).
Order vs Navy. Sure the Order are leet pilots (inRP), but they lack the numbers to defeat a house military. Sure they Order could make devastating strikes with the forces they do have (and their cloaking devices), but it's not like their Admirals can plan to defeat such a huge force.
Edit: Sure it's possible for small forces to win against large forces but I feel that disco revolves around which faction is most popular, so the inRP numbers are skewed.

Outcasts are often "replenished" from slaves, so there're many "foreign" Outcasts with weak genes, compared to "original" ones.
Concerning the Order, they're not interested in defeating Navy and aren't interested in destroying mankind in general. They have passive wars, though.

A lot of the time Hale threatens steamrolling Minor, if he were to attempt that, how would the Order fleet cope with that?
The Rogues would be fairly small. They die a lot, those that don't learn to run and play it safe. And it isn't often that a man gets released from Sugarland, but you can bet that the Rogues will be his destination when he does. Drug dealers of Liberty, some small time slavers would be interested in such a group. Of course, Liberty has a way of turning some into criminals, who would filter into the ranks of both the Xenos and the Rogues. I'd expect there to be more Rogues than Xenos, but neither would be sizable groups in relation to many others out there.
-Order are definitely smaller in numbers than the BHG
-Zoners population cannot be determined due to the fact that lots of people turn to them each day. But probably close to the BHG
-Bounty Hunters Guild should be big. Think about half of the LN i guess.
-SCRA are small. Roughly the same numbers as Das Wilde.
-Cosairs are in large numbers, because they have food now, so they don't resort to cannibalism anymore. at least twice as many as the Outcasts.
-Outcasts are again small in numbers because of the Cardimine(ofc, this is an ironical situation since at peak server hours, there's as many in Alpha as there are in NY).
-Das Wilde are small. But they should definitely have more numbers than the Phantoms.
-Liberty Navy are a big faction. I guess there's a lot more of them than the LPI.
-LPI are police. As many as the Rogues I guess.
-Junkers are big in numbers, maybe as big as the Order, since they've spread into Gallia too.
-Liberty Rogues are again a small population, comparable to the LPI I guess.
-Xenos are small, because they can't find an ally atm. So, maybe something like close to Das Wilde. But not nearly as many as the Rogues.
-Phantoms are smallest. Probably more like the Xenos in numbers.
