As for the mechanics of this sounds solid. Only thing I would say if it could be changed, is the ID, would suck to lose it.

Sounds good, but is it a problem to fly to a certain base and pick up a certain ship?
Especially since most of them are available on several bases and it helps to avoid problem with certain reputation.

Still some other good examples. for example Rheinland outlaws like bundschuh who want to fly Tigershark. Is a green cell to most of them as being a civilian ride, but only sold on a Daumann planet which should be impossible to dock at for named guys.
Actually, I'd take the RP a step further - limit the BW ships to the Border Worlds, and keep the civilian ships available at all of the Freeports (including Independent World Freeports)
Well, Tiger Shark is an issue, you are right, but what stops a player from getting it after using /restart Rheinland command? It can be easily solved by adding this ship to a ship dealer on a certain unlawful station. Really, it's not a problem to get any ship if you need it.
