Pfffrtt Ossie can go minus 50 it easily beats a Liberty Dread in any battle.
Well, while the Osiris may be very potent as an AA platform, it isn't the best anti cap BS. In group fights it's quite good, but if the enemy gets within range and has fighters to cover them (with CDs) then its armour will just melt under the firepower of certain ships. The Osiris is only really effective as an anti-cap BS if your opponent doesn't know how to counter its kiting, if he does, and is in a stronger BS, there isn't much an Osiris can do.
In my opinion, the best anti-capital BSs are the Kusari BS, the Valor and the Legate, all of which have huge amounts of firepower, above average strafing for Heavy BSs, good armour and relatively small profiles.
However, if you're looking for an anti-fighter BS, the Osiris is pretty much the best you can get, the only BS that can really match it is the Mako, but it is larger and a harder to get the hang of.
Still, it is more about what factions you would like to play, as pretty much every BS can be effective when used right.
Edit: And for the Ossie-Lib Dread debate, the Lib Dread is slightly larger, lacks the high reverse speed and has slower turning than the Osiris, which pretty much makes up for the increased firepower.

Yes i am a owner of Kusari battleship also and it's best from the Heavy battleships!!!!
