Espi stood up and leaned forward, above the table. You missed the point. Did you even take 2 minutes to read the proposed treaty? If you would, you would know why we are here in the first place.
Something seemed to catch the old man's attention, and he started to speak, "IND? I am not quite sure what you are talking about, I have seen their ships about, but we dont have any relations that particular group, at least any other group that we deliver food to us from time to time. Other than that, we are looking for a move toward resumption of a trading relationship between the Zoners of Port 9 and the Corsair empire."
"Sir, we're late." Coen's point man was talking into his comm unit and received news the meeting has started.
"Understood. We'll get moving." Coen replied sharply while striding fast.
The way to the conference room involved going past the bar and he saw an interesting face as he passed the transparent partitioning walls. A face on his files. The face that was coming closer.
"Oh, move aside." He pushed Coen's point man out of the way. Needless to say the other three guards drew their guns.
"If I wanted him dead, he would be." Mike Rotch was a brave man. Brave, but rather stupid at times.
"So, what do you want to talk to me about? You seem to have ruined most chances at diplomacy." Coen waved his hands. Three guards holstered their weapons. One guard recovered his position.
"Please. Everything that happens has happened because of everything in the past." Rotch replied sagely.
"You aren't that wise. This station is crumbling. Sirius is not saved." Coen sneered, knowing Rotch's publicised goal.
"Perhaps from your viewpoint. From mine, you and the Corsairs are at a table of peace. A ceasefire exists. This station has gotten better biodomes. Omcron 74 is much more protected than it once was." Rotch ignored the seething remark.
"Time will tell." Coen replied, ready to leave.
"It will, but you may need this. Don't bother asking." Rotch said handing Coen what appeared to be a box as he walked away.
Coen stared at Rotch's back as he walked away. "Let's get moving."
Sebastien Coen entered the room. The box he has received from Rotch was brought inside. His guards remained outside. At the very least they should be able to neutralise the Corsair guards outside the room should anything happen.
The seat he sat on was warm. A slight smile was drawn on his face. Charles' fish taco bowl was on the table. It was a sign which brought a smile to any Omicroner. A sign that normality continued in small amounts. In the middle of the table was a document. It seemed important. It seemed that both parties were fervently talking. He would wait until they stopped or paused. And then take his chance. Sephardi paused. Coen stood up suddenly, picking up the document.
"So, these are the terms for peace Elders?" Coen started.
"Are they an ultimatum, or are we here to reach a compromise or mutual understanding which is beneficial for both parties?" Coen asked, he wanted this to be an actual negotiation.
Sephardi looked at the man who had just come in, "Are we here? Are we talking? Why is it you Zoners must be so concerned with semantics. How is it you can't see the forest for the trees."

"Forgive me Elder. I have had people come to me before under the guise of negotiations and offer me an ultimatum instead. I accept your rudeness however, since I most likely deserve it for being late." Coen sighed. Someone had gotten up on the wrong side of the bed, obviously.
I propose that section one be re-written to the following:

"Well, in this day of powerful weapons a group of SuperNova's can be just as dangerous as a group of Mortars. I think the Corsairs would be amenable to changing the wording to exclude fighters, but it would have to still include bombers."

"We purposefully left out bombers since The Order and the GMG specifically, along with others, both dock at our station for supplies and trade. Now whilst we can convince them not to bring some obese ship which reigns death and destruction everywhere it goes, they would like to keep their anti-capital escorts.
Now, I am sure the Corsair Empire can easily eliminate a wing of raiding bombers, let along a sole bomber. However, our good neighbour policy acts in addendum to this, which disallows staging of operations off our bases.
I feel that these two combined would be enough of a concession, to allow the Corsairs to protect themselves.
That, and policing fighter-craft like bombers is much more difficult to do." Coen finished his statement.
"I suppose that might be workable, if we could receive some guarantees that your "Good Neighbor Policy" will be policed, and that infractions against it will be dealt with quickly. I hope you understand, you Zoners are not known for the speed of your decisions, and this is an issue that affects the security of Omicron Gamma."

"Well, to be honest I intend to lengthen this contract you have provided me, as it provides a good basis for doing so. And in so doing, set forth time restraints, and consequences of failing to effect punishments against others who violate this treaty.
Unfortunately, that is the last part of this contract, which I intend to write.
So, once we settle on the terms, we can settle on appropriate measures and punishments? I mean, it is not a contract until we both have signed.
Should we move on to the next clauses?" Coen was glad that Elder Sephardi was willing to reach an agreement. Policing bombers would have been a nightmare, with people claiming this and that in order to prove they were fighters and the thousand conflicts that would have resulted from it.
