Greetings.
I am sending this message on behalf of the Independant Miners Guild. I am at present trying to ascertain who the governing body in the Pennsylvania system is. As I understand it, Liberty Police Incorporated has been assigned the task of securing this system from would be threats, yet it is largely inhabited by Zoners. Does Liberty claim this system as part of it's house, or is it merely a protectorate of sorts, much in the same way Magellan and Cortez are? The reason I am asking, is the resources at the remote world Hallam. Neither Deep Space Engineering or the local Zoners have thus far shown an interest in investigating the feasability of a mining operation on that world, yet orbital surveys indicate mineral deposits on the surface. IMG has had a history of taking on the challenge of developing such sources of raw materials, that other companies would leave untouched.
Doing so would benefit both the local Zoner population, and Liberty herself - A mining colony will need supplies, like food, basic commodities, mining gear, robotics. It would bring a prospect for trade to Eerie and the surrounding stations. It would also, if the facility ends up being feasable, generate jobs for folk with experience operating mining rigs. The IMG usually attracts local workers for this if possible.
However, before we can even begin seeing if it is economically feasable to do so, we'd need to know who holds the rights to the system, and specifically, the planet. We need to know who to talk to, basically, so we do not run into any problems with the local law enforcement. Could you point us in the right direction?

To get a further understanding of Liberty, LPI is not a governing body. They are a private company tasked with enforcing the law. To whom they are no longer contracted by the government.

You should have listened to Agent Jinko when he gave his advice. Pennsylvania is already part of Liberty core systems, being one jump from New York. The issue of system governance is already inferred by the law, which is as follows.
For the purposes of this document, the terms below have the following meanings:
The house of Liberty means the systems of New York, California, Colorado, Texas, Virginia, Yukon, Ontario, Alberta, Kansas, Minnesota, Illinois, Quebec, New Hampshire, Pennsylvania and any immediately connecting independent systems, such as but not limited to Magellan and Hudson. Note, this is not a territorial claim to the referenced independent systems, which are widely recognised as neutral space.
To clarify, systems listed as part of the house of Liberty are governed directly by her government, whereas the immediately connecting independent systems are only subject to the law as outlined above.

The Liberty territorial claims are clear to me now, thanks to Mr. Jinko. I should have updated the subject header, apologies for this oversight.
However, the underlying reason for my transmission is to find the procedure for gaining permission for a detailed prospecting mission to planet Hallam, Pennsylvania, and if the results are positive, gaining permission to establish a mining operation planetside. Additionally, the largely uninhabited Kansas system might offer resources that are difficult to tap, or require technologies Deep Space Engineering does not yet posess (or deems economically unfeasable, much like Hallam). If so we would be interested in studying the feasability of establishing a mining operation in that system as well. I for one do not believe the rumors of ships "disappearing" there, likely there's a pirate presence somewhere within that system, organized enough to have let none escape to send word of them. So far.

We are trying to establish who, if anyone at present, claims ownership over this planet, and what permits we would need to secure in order to launch a prospecting party to the surface, and in the event their findings are positive, what permits are neccesary in order to establish a full mining outpost for the Guild.
So far the Zoners of the Pennsylvania system seem uninterested in this matter, seeing as I have received no reply from their end. If Liberty also lays no claim to this remote world, we will assume it is un-owned, and that we can launch prospecting parties at our own peril. Should permits be required, we would like to handle those first, naturally.

Liberty has territorial claim over all of the systems listed in our laws, as the Commodore pointed out. We do not claim the independent worlds; they are called independent not after a fashion.
No permits are required for development to begin, as there are no other interested parties nor is the system protected by any legislation hindering development.
You will of course be subject to all of our laws as usual, including the embargo laws should you choose to begin extraction of minerals. That said, as Liberty operates with a large trade deficit, any supply capabilities you develop may well find a large demand within Liberty, due to the security and proximity of Pennsylvania to New York.
