Real easy way to think of it is ... has a week passed? If so, then pretty close to 100 sanction reports have been filed. (I doubt very seriously if the numbers or volume have changed in the last couple of months.)

on the one hand, sanctions are the dark seedy underbelly of sirius, the place where we all go to read the (sometimes) hilarious attempts of people to escape a fine for pvp abuse/whatever
but on the other hand, a sanction counter could work in our favour; 12375987547623857 people sanctioned so far today might make people sit up and behave.
but if you read the sanction threads as avidly as i do (lets face it, its an easy way of learning the rules) then you'll notice that the majority of sanctions go unanswered as the players have not joined the forums.
therefore, a sanction counter would not act as a deterrent, as it would not be seen, and so we don't need to waste bandwidth on it
however, having it as a console message....
