Dear Sir or Madam,
this is Stephen Schwerdtfeger, one of the IMG Guildmasters with a report about a shooting incident at Freeport 1.
You of course know who Rorry's Renegades are, I'll state it anyway: They are a bunch of very well known, notorious pirates that are haunting Rheinland and the Omegas. Thus, Section 3 of the Omega treaty is coming into action:
Quote:Section 3 - Rights and Duties of Minor Signatories
3.2 - The Administration of Freeport One is given the power to regulate docking rights to Freeport One. Vessels and pilots known to be a threat to local commercial shipping will be denied docking rights.
In this incident, Rorry's criminals had been blocking the Omega 3 to Omega 7 gate today for about one hour, pirating and destroying trade ships, bringing Omega travel to a standstill. Here is voice transcript proof of Gator|RR pirating at the gate, caught by an advance ship. The transport in question was destroyed by them:
Quote:[13.03.2012 18:49:08] The.Gator|RR: I still need that 4 million *sighs*
[13.03.2012 18:49:14] The.Gator|RR: Not sure how you got a new ship so fast
[13.03.2012 18:50:45] The.Gator|RR: Care to change you mind sir?
[13.03.2012 18:51:02] Death: Tim_Tebow was destroyed by The.Gator|RR
This confirmation of the killings made the mission commission decide to go forward with the plan.
Quote:07:32: Aland Sensor Operator: How much fighting power can we muster? In O7/3
07:58: Strike Wing Leader: IMG strike fleet departing from Freistadt
08:25: Freistadt Mission Control: Engagement ends
IMG| requested my permission to strike Rorry's forces in Omega 3, which was given. As soon as the enemy saw the Strike Wing approach, they hurried to Freeport 1, trying to pose as innocent civilians, something that might trick the Zoners if they were some unknown pirate, but I assume Rorry's will never be considered just harmless civilians.
IMG forces engaged their flagship Gator|RR without much hassle, as it has been running towards the Freeport from the time that it could anticipate our strike. It docked at the Freeport after coming under fire.
A Rorry's bomber Dooh.Nibor|RR was also close but retreated after being chased off towards Aland. It vanished when the Gunboat Vendetta|RR came close and under fire.
In the chase of the bomber towards O7, Vendetta|RR, a Gallic Asco-class Gunboat attacked IMG| forces and came under fire. He, of course, ran to the freeport and docked.
After the engagement ended and the mission of breaking the pirate's hold on Omega 3 was accomplished, IMG Forces retreated to Freistadt and Aland.
I am just letting you know the facts from our side because the Gator|RR commander made it pretty clear that he thought the No Fire Zone would protect him after having blockaded Omega 3 for at least an hour, having pirated and/or destroyed multiple ships and broken countless laws.
I renew the proposal that has already been made by IMG| Aland to assist the Freeport in armed confrontations and I am looking forward to hearing from you.
Yours sincerely
Stephen Schwerdtfeger
IMG Guildmaster

As Freeport One is also part of the Confederation of Freeports, I have referred this matter to the CoF legal team to determine what action might be undertaken.
Thank you for your concern regarding station safety and that of its citizens. We frown heavily upon anyone who chooses to open fire within our NFZ. Our station's proximity to trade lanes creates a neutral zone for trade, and violence within our perimeter is bad for business.
As you have cited the Omega Treaty, I have requested the BPA for information regarding the Renegades from their criminal database. Once this information has been received, it will be noted in the Confederation response.
Do understand that your own ships shown committing violence within the perimeter may find you in violation of our laws as well as those whom you reported.
Apologies for the delay in replying, there was a lot of internal discussion over this issue regarding suitable consequences for all offending parties.
Now whilst this report is a report from you about the Rorry's Renegades, I have recieved several reports about this incident in fact. After reviewing all evidence, guncam images and logs presented your group is found to be guilty of the following offence against Confederation law.
That your vessels did engage in hostilities within the No Fire Zone of Freeport One. Therefore as this is a first offence I am inclined to two opposing points of view, on the one hand I would like to make sure that this never happens again whilst on the other hand I want to be lenient towards you as we are erstwhile allies of sorts and this is a first offence.
Therefore the consequences will be minor, a fine of 50 million sirius credits for each of the captains of the following vessels, IMG|Friestadt. Two, IMG|Sean.Henderson and the IMG|Sea}{Stationary. An additional fine of 50 million sirius credits is imposed on the Independant Miner's Guild as a whole.
The offending vessels are also barred from docking at Freeport One for the duration of 30 days, from the 13th of April to the 13th of May at 7:39AM I will send you a message on this channel when the ban is lifted.
Respectfully James Church
Administrator Freeport XV
Director of Foreign Offences
Full disclosure of Confederation of Freeport laws can be found here I would request that you re-read them and inform all of your acquaintances of them as well. Re-offenders will be dealt with harshly. All fine payments are to be transmitted to the account of [COF]-Bank1

Dear Administrator of Freeport 1, Honoured Representatives of the Confederation of Freeports
My name is Stephen Schwerdtfeger and I am contacting you in my function as an IMG Guildmaster in connections to the recent situation between the IMG and the CoF.
Let me start out with a statement that - from my point of view - should lead our next steps:
Zoners and the Independent Miners' Guild share common values and have been coexisting and cooperating for decades.
Keeping that in mind, I find it hard to understand in retrospect how the incident near Freeport 1 could lead to such a regrettable deterioration and to such an unsatisfactory status as we see at the moment.
Can a minor incident (in which no personell was harmed and no significant material damage was inflicted on either party) destroy a relation that has been stable over decades of cooperation, friendship and good neighbourhood?
I firmly believe the answer is no.
Therefore I would like to start working towards a gradual normalisation of relations.
Why do I suggest this now? Because I see signs that show that both sides are actually weary of a conflict that should never have happened, that should never have been taken to such heights as it was.
IMG hangar security cams also captured pictures of FP1 vessels undocking from Aland shipyard after having received repairs and having dropped off goods. Don't get me wrong: this is no accusation. I like every piece of it. It shows that our normal members, IMG docking controllers and Freeport 1 shippers, have already put the trouble behind them.
Furthermore I have received numerous requests of IMG transport commanders that they got into dangerous situations because of the inability to dock at Freeport 1 when in distress. Three transports were lost in piracy incidents, 9 crew injured, 2 of them severely in the lanes between Aland and the Camebridge Gate. One could have made it to the Freeport but did not dare requesting permission as the IMG orders are very strict in order not to cause any further incidents.
From a humanitarian point of view, and in order to relieve some of the political tensions as well as to decrease dangers for life and health, I suggest the following change to the current status:
The IMG allows all types of FP1 vessels access to Aland shipyard for emergency docking and also necessary repairs. The IMG will supply the crews with the necessary goods and in case medical attention is needed, it will be provided.
In return, the IMG would ask FP1 to allow emergency docking for IMG transports, freighters and mining ships when threatened or under fire by third parties on the basis of providing humanitarian aid. These transports would leave the Freeport as fast as possible after the danger is gone. We would also ask for the provision of emergency repairs and the application of medical aid when necessary. The costs would be covered by the Guild.
I am a realist: It will take time to completely get back to where we were before this incident. Some points remain open to discussion and I do not expect miracles. But I think enough time has passed to start making remedies on a situation that threatens the lives of innocents. Even in a diplomatic conflict of interests, we should not abandon the basic principles of humanity.
I hope you can agree on that first step and I am looking forward to hearing from you.
Yours sincerely
Stephen Schwerdtfeger

[color=#FF9966]**edited the part that led to oorp annoyance. Sorry, I did not know/remember about the fact that the FP1-tagged vessel was not a member any more.
