Just a quick question, if a person who was delivering supplies to the Kusari Empire was interdicted by Hogosha and provided evidence to the lawful forces of Kusari, would they do anything about it?
Also, Hogosha deal in artifacts smuggling? Why would someone studying the nomads not deal with them?
Pirating a person one or two lanes away from the sell point is wrong.
Junkers and Hogs might not be the same faction, they are however very similar. Using the fact that the faction can/is neutral to the sell point to pirate a person one or two lanes away from it is an abuse of a game mechanic.
I'm not saying the BDS is guilty of this, I am merely pointing out that the Junkers got the boot from House space piracy for abusing the same mechanic. (Junkers in general, not the Congress as far as I know.)
I was just trying to get a clarification on this. It's... interesting, to say the least. As for messing it up, I don't see a reason to if it has worked for a while. There is some potential here to politically embarass the Kusari government, if played out correctly... Other houses likely would not understand this intricate weaving.
But me being in IMG, that's not what we're after. Would be something for the Bretonian and Liberty intelligence factions to look into though.

We patrol the core systems looking for Blood Dragon operatives. Because they have a tie with the Order, we are inclined to stop their activities in the core. If we happen to pass by some one beating another person to death, we'd have an obligation to intervene as a pseudo-lawful faction. Just because it isn't our patrol route, doesn't mean we'll ignore it.

Second point first, because the Hogosha already give over all suspicious artifacts to Kishiro to be studied. No point in going after someone who is already cooperating.

It really depends on a whole lot of variables, but yes, in the past the Kusari government has taken actions when necessary.

I don't think you understand what our original suggestion was about in the first place. This is about the BDS. Not the Aoi. If you have a complaint, then me PM it to me or Akura.
Regardless of if we're pests or not, we still are a recognized lawful force in Kusari. We can exert Kusaran law and destroy people doing illegal things.
