Regardless of if we're pests or not, we still are a recognized lawful force in Kusari. We can exert Kusaran law and destroy people doing illegal things.

Regardless of that, the BDS have had certain interactions with the 113th at this point, so, they kinda know you're out to get them, so they run. Well, actually, that first encounter wasn't us out to get them, it was us chasing someone who made themselves suspicious. Tell you what we did when they were insulting a superior force, and being a smartarse? We shot them.

Give respect in Kusari, you get respect in Kusari. Come in trying to exert your authority with a group that according to lore, quite possibly has more pull in the Kusari government than the Naval Forces, and yea, they wont show you respect. It's an rp reaction. So it's all rp, so it's all ye ye np np.
One of the arguments I have seen here is that the Hogosha shouldn't pirate near lawful bases. Well in my opinion that should be fair game, it's their own risk they take doing so, if a patrolling officer spots them they are screwed.
It's just like in Liberty, you got a Pirate ID'd character, whom you can't arrest until found committing a crime, I have met plenty who perform criminal activity near "lawful bases" but are yet to be received a fine, since nobody has provided with pictorial proof. I believe it's only fair to treat the Hogosha under the same informal rules.
Furthermore, it's also a pretty shallow argument to claim that a stationary object such as a station or docking ring will "alert the authorities." If we are going down that road, then every smuggler and shady mercenary would be subject to immediate consequences simply because every station/planet is observing their behaviour. As far as I know, it's only when an actual player (usually representing a lawful authority) provides evidence about a smuggler or shady mercenary, when said player receives an FR5 or becomes bountied, in other words, receives concrete consequences.
I find it strange how only the Hogosha are targeted.
Also, comparing the Junkers to the Hogosha is a dead-end due to several factors, the most important one being Hogosha's complex relationship with Kusari authorities.
However, if the Hogosha disrespects a Kusari Naval Officer (without any grounds to do it, fair grounds being examples of the KNF Player harassing the Hogosha or is the one initiating taunting) then by all means take the Hogosha down, either by fines or with guns. A smart Hogosha player smiles and waves to the Kusari Officers, then proceeds to do his dirty work when they are gone. Doing the opposite is just asking for trouble.

Time Zone and it depends on whats going on at the time. Also alot of times we do quick hit and run strikes on Miners/Traders we know are coming then log off once we've welcomed them to Kusari.
I'll try to float around more in my Titan though. You can also always try to blow me out of the sky with your BHG Dash.
