I think it's possible, from a modding standpoint. I know there's different types of missiles, I think they were 'dumbfire', 'homing' & 'seeker', but I haven't really played around with these and I'm not sure if those are even their names xD
Neat thought, but I am not sure the missile AI will support this.
Lowering missile speed is a bad idea. It'll make missiles unable to track anything if launched while thrusting toward someone. Personally I'm all for having missile topspeeds at around 300m/s...

It can be written as an extension of the current tracking system, just by reusing the pre-written code. Any semi-experienced game developer should be able to implement something of it.
Dumbfire missiles - will fire like any other canon.
Homing - target only (and in today's missiles takes a bit of locking time, but can be CM'd like anyone's business, which is basically a slower targeting system than sirius-wide missiles... which we can explain with progress of targeting systems)
Seeker - Latches on to closest target, if it loses its target, it will reacquire the closest target (if any), friendly fire possible, but probably unlikely.
Smart missiles - Locks onto, or is guided onto a specific target, ignoring other factors.
Smart missiles require a solid lock though, such as a targeting device constantly beaded onto an enemy (at least in missiles today).
All of them have advantages/disadvantages, but those are the classifications I'm familiar with.
