Denying a mercenary is completely fine. I do not care about that.
However, when you want to state your intentions of doing so, don't use information your character has no idea about. This post right here, is based on a deal setup between the AFA and the Reavers, on a communication you have absolutely no access to. You could argue that it's your characters that are being attacked, unfortunately no Reaver has yet to even tried to claim a Junkers Congress bounty, and as such you still have no idea about it.
The Blood Dragon connection excuse is unacceptable. I could claim I know the Junkers are helping Liberty with H-Fuel, tell this to Rheinland and use my character's past history with the Hessians to find out about it. Even though the communication is set between the Junkers Congress and the Liberty Government.
Please re-write this post with another motivation for the deny:

Personally I don't even want to work for your Faction, it was not even my decision to post in that thread as I'm not the decision maker of the Reavers.
However, TFinnegan clearly uses the excuse of the AFA-Reaver deal as the reason for denying us, thus using information he has no idea about. The reason I'm 100% he refers to this deal, is because it's not only very recent, but he is using his character's past history with the Blood Dragons, as an excuse to know about information that has been transferred over a Forums Communications Thread.
This is more about the principle rather than anything else. It is not cool to see someone metagame with a lame excuse as to how he acquired the information.
Again, I ask you to rephrase that post with a proper motivation. Say we shot you or something, but don't claim you are aware of any kind of contract. Especially one that sources from Kusari, which is the only reason why he would mention anything about Blood Dragons and you know this as well.
Finally, he even refers to a "contract". That is even more obvious what he is talking about.
You make a valid enough point. I was kind of surprised to see The Reavers post there anyway since they are known for having hunted us in the past. That's the past though. Anyway, I'm not happy with this whole bounty situation since there is now someone involved who has made false posts on the bounty board in the past to scam people and then bragged about it. We may have to shut the whole thing down. (no, I'm not talking about the Reavers)

To be honest, when someone told me that TFinnegan had metagamed the bounty, I was really surprised, since, the way I thought of it was that it was inevitable that the Congress was going to find out at some point. After all, word spreads quickly, and we had downed a couple of Junkers already and made it clear to them that we were working for the AFA.
When I was directed to Finnegan's post, I read only the first line, since I didn't comprehend the accented spelling much, and I was like, "He didn't metagame...?" then, I was directed to the stuff below it, and I was like, "Oh."
So, as Ghost said, no biggie. We knew you were going to find out at some point, but, there was a much, much easier way to go about "finding" out than saying that you heard it through the grapevine.

The Congress is a great faction. I've enjoyed all of my interactions with them, especially those involving Roger Claymore. But I do feel bad about certain parts of that, so to Hawk I apologise and offer to return the bounty money. No sense in having that cloud hang over our heads.

We'll definitely talk about this. I have to say my concern was never so much for the money as the bounty system in general. I enjoy bounties, even when they are against me and my faction. The problem is I don't see how the bounty system we have can continue to function if that is allowed to happen. That is my only concern.
