DSE in general moves them along with them when they go build with Ageira technology but will also involve some aid from the locals where the project is being built.
The economy mechanics don't support the actual full enforcement of a monopoly. Having been at the helm of GMG| for over two years with a monopoly on H-fuel as well as Plutonium I ended coming to understands this quite acutely. We RP our distribution contracts out along with the receiving faction and leave it to them (with good faith) to abide by it. But none of us can really start shooting other lawful traders for coming in and out of our base with our commodity in their trade route. If they can't leave our space with anything on the trip back, why would they bring anything there in the first place? Take, for example, Ageira ships. They've long been coming with lane and gate parts and leaving with plutonium. By the monopoly RP GMG has, Kishiro is the distributor of Plutonium to Liberty. But if we actually enforced it and kept Ageira from leaving with Plutonium you wouldn't bother with the route. Roles reversed; I've been hauling gate and lane parts back to Okinawa with my GMG| many many times. ;)
So in the end we will continue to hold our monopolies up as a trophies up high and continue our RP with the confidence of those who hold power but we will also continue as players to make nod that other players will need to come and go for normal day to day trade and concede to this fact. I also like to think that players only make up a fraction of a percent of any faction in Sirius. The cut above the rest. The non-approved distributors are either A) not making any impact in the big scheme of things (in our case not even scratching at the actual distributors profits) or B) represent the small percentage of VIPs that hold direct from supplier contracts that are usually temporary.

Though, I'm not sure it's adequate to compare H-Fuel with Gate/Lane Parts. Everyone wants and needs fuel*, whereas the Parts are a very specialised piece of technology, with only three gate construction sites currently in Sirius, and few Lane construction areas.
*except Gallia, which appears to be still running on crude oil. In space. Which implies they landed on planets which supported organic life millions of years ago. Odd, indeed.

Historically, Ageira produces the parts, DSE installs them in gates and lanes, and Interspace handles the (mass)distribution. Hence their sale on many interspace bases - it's where DSE and Ageira transports can pick up the parts for final delivery.
Whoever else you authorise - is really Ageiras perogative, the parts are theirs.

No. I meant Interspace when I said Interspace. The components are sold at the major Interspace stations in all the four house capitols - hence, it stands to reason Interspace is licensed to handle those components.

No, actually. Interspace Commerce is not mainly a shipping company - they deal in finance and insurance. However, it is appropriate to sell the goods on their bases, since IC insures almost all Gates and Lanes. Also, IC was originally Liberty based, so Ageira trusts IC.
Universal shipping does indeed haul the goods, as BakaKoneko wrote.
