Smuggling is indeed up for interpretation. It entirely depends on where you are and who is looking at you.
As for applying rule punishment for in role play actions, I'll pass. If the LN have a problem with it, they can place a bounty on him, FR5 him, etc etc etc.
I smuggle on my Zoner (non OSI) a ton. I spoke with multiple admins about it, they said the only punishment I would face if caught was in role play, never a sanction.
On topic:
That line is on Corporate IDs so you don't do foolish things like trade Synthetic Marijuana, Cardamine, Counterfeit Software, Artifacts, etc. If people want to smuggle the commodities that are certainly and obviously breaking laws then get a Junker ID or Smuggler ID.
It's also there so you don't role play your faction doing things like becoming hostile to House police, Navy, etc. for catching you carrying things that are contraband in said house. A good example would be Interspace Commerce buying Blood Diamonds on a Red Hessian base and being silly enough to fly through Rheinland to deliver them. If you get caught it's not Rheinland's fault that you chose your route poorly. Dump your cargo, pay the fine, and be happy they're doing their job. Don't get all mad because you lost your cargo and open fire on law enforcement as that would be against the line "Cannot Participate in any Unlawful Actions."
Quite frankly, if you have concern that what you're doing will cause you to be sanctioned then DO NOT DO IT.

Zoners magically give up all their trading contacts when they upgrade to a large transport and can't land on house bases anymore. If you want to tell me that its because of the word "Guard" in the Zoner Guard ID then I think it's fair to say that a large Transport is not a "Guard" ship. Create a third Zoner ID that allows for the larger Transports, one that doesn't use the word "Guard."
The BAF seriously couldn't stop Kusari before they reached Stokes mining station? Seriously? Yet they held onto Planet Harris and still have a battleship in orbit? The logistics of that is simply a nightmare. How does BAF still supply Battleship Macduff? Why wasn't that ship called on to help battle the invasion? If Kusari can't even stop BAF from supplying Battleship Macduff then how could they capture and hold onto Stokes?
I sincerely hope this trade embargo between Kusari and Liberty does not make it into the next version. Quite frankly, Kusari should be more concerned about Gallia and not concerned about making even more enemies. When the Hogosha is finally kicked out of the Kusari Government then said government should be concerned with making allies to fortify against this new threat. Unless you people are planing to make Kusari a pawn of the Gallic House? I believe Kusari has way too much pride to become pawns and surrounding themselves with enemies would be suicidal.
That line isn't there to stop CorpIDs from trading in any good that is considered contraband. The admins have said it before that smuggling with an ID that says you Cannot participate in any unlawful actions will not get you sanctioned.
You are only smuggling when you enter an area of space where the de facto law says the goods you have are illegal, which is in role play. Thus per the rules all smugglers are merely traders. They are only sererpated in role play.
This is a role play server. The embargo is a role play device, which resulted from prior role play. What happens on this server, does not always translate into the Mod itself.
The Order need supplies and help in destroying the Nomads. They take what help they can get, even if it means they have to sometimes sacrifice some of their principles in order to survive.

There is really no official role play reason Zoner Guard ID'd ships cannot land in house space because the change wasn't born from a role play issue. It was born from the abuse of said ID. I personally claim that the house corps had their respective governments place trading restrictions upon our larger transports or that house mooring points aren't equiped to handle a Zoner Whale (seeing as I fly it). Its really up to you to create an in role play reason. Why make a third ID? The problem was large transports not the capital ships.
Your inquiry about the BAF stuff is moot. The mod hasn't been updated in quite awhile so the story has stagnated. There are many such issues, the incomplete jump gates come to mind also.
Also, your signature is quite idiotic. If God made idiots to entertain us then they need to breed in order to entertain our off spring. So claiming that them breeding is a problem contradicts the first part of it.
I am Samura and I "smuggle" artifacts quite a lot, but here it the thing, they are legal except for one system I have to travel through.
That being the GMG.
Samura couldn't give two pineapples if the GMG says it is against the law.
Kusari has it as legal for me to move these goods, and I am not about to let the GMG dictate what Kusari may import.
As far as my character is concerned, they are a little group of miners that have served their purpose and that purpose is over.
The only thing they do now is die to Outcasts so that Kusari citizens don't have to.
