Instead of switching from one mining area to another at a time, the locations could be in multiple areas and dispersed evenly throughout Sirius with equal profits.
Somebody dies in location X? np, grab your miner at location Y or Z. Means cutting down on complaints.
An evenly spread population will help avoid.. basically all the mining scenarios we've had in the past. You'll still have chaos and people complaining about one thing or another, but it won't be nearly as bad.
Also don't nerf profits anymore. Please, just don't. Systems that punish the smart for the mistakes of the stupid just suck.

It must be a long time since you started this game.
It's not so long for me, so I can still remember the beginnings well. If you want to participate in this game for real, mining and trading is essential and not "fun" as it is now that I have 500 millions banked and can do everything I want to do when I personally want. From that point on one can say "mining and trading for fun".
Before mining was turned off, mining in Omega 11 was more profitable than dublin. Nobody mined there... Why?
Because everyone was in Dublin. Activity attracts activity. Try it for yourself. If mining gets turned back on, start a mining group somewhere unusual, and then see if it attracts more people seeing what's going on, people emulating you, pirates, lawfuls... You'll see how it works. The problem with Dublin, is that nobody took the initiative to go elsewhere.
