Not that I've found.
However if you ask someone to do it for you, I try and offer them some money for it. Then you can trust they'll give it back a little more than if it was free.
EDIT: There is a way. If you have more than one account, get one character from both in the same place that's away from where other players are likely to go. Drop the cargo you want from one, then log off in space. If you switch account and log back on with the other char before your first one logs out (1 min after logging off in space, easy to do) then when you log in, your other char will be there and the cargo they had dropped will be floating beneath them. Simply tractor it in before they actually log off.
If you want to transfer between chars on same account, you can use same(ish) technique. Transfer to other char on other account, then transfer onto the char you wanted the good on on first account.
DISCLAIMER: I cannot be held responsible in any way if this does not work. Test it with worthless cargo first. Also if your PC lags alot, you may not log back on within the minute and WILL loose the dropped cargo. If another player comes by, they could quite easily tractor in the cargo, so do this somewhere out of the way. (Those remote un-used systems are good, but so are corners of busy systems, where no-one goes)
OFF TOPIC: Love your avatar, it's very similar to the one Mulitiply has. Actually, yours is slightly better I think.
well i dont see why anyone would try to steal . not sure but its not really RP. if you want to be 100% sure do it with lawful while you are lawful and get him agreeing to the terms SS the thing, same if you are unlawful well unlawfuls are more trustworthy:)but you got the idea, i never did yet i never got equipment stolen from me while someone helping me transfer.
You can "drop trade." It's what I use sometimes. You have one character drop an item outside a base, then dock and log onto your other character, then un-dock the other character from the same base, and tractor the loot. Recommended for only low-traffic bases when no one is around. Make sure when you jettison the item(s), that you see it in the loot-able list (In your HUD, the symbol with the treasure chest next to the base icon), otherwise the item can disappear. I would practice with cheap cargo like water or oxygen, or whichever works..

If I have nothing I'm doing, I'm happy to help with transfers.
